Beat: Public Policy in Education on the Border Santa Cruz is the smallest county in Arizona, yet the impact of government decisions can have outsized ramifications on this border community's school districts. For example, studies show that English learners assimilate more effectively when schools respect their culture and native languages. Yet Arizona clings to its decades-old English-Only law.
