Overview
The County of San Mateo Human Services Agency (HSA) is seeking qualified applicants to join the Financial Services Branch’s Claiming Unit as the
Senior Accountant . The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; may assign, direct, review, and evaluate the work of professional and support staff; and performs complex professional accounting work relative to either centralized and/or departmental County fiscal procedures and records. Under the direction of a Financial Services Manager, the Senior Accountant will prepare and submit State and internal claims and reports, perform complex reconciliations, and support compliance with fiscal rules and audit requirements. This position is both supervisory and advanced specialist in nature, requiring strong technical skills in public sector accounting and the ability to lead staff while ensuring adherence to claiming regulations and financial standards. Experience supervising and developing professional and support staff. Strong knowledge of governmental accounting, State and Federal claiming rules, and fiscal compliance requirements. Demonstrated ability to prepare and explain complex financial reports, reconciliations, and analyses. Skill in project management, process improvement, and cross-divisional collaboration. Excellent organizational skills with the ability to manage multiple priorities and meet deadlines. Proficiency in Microsoft Office Suite and financial/accounting systems. Prepare, review, and submit monthly, quarterly, and annual State claims and fiscal reports; certify accuracy and compliance with program, State, and Federal requirements. Perform and oversee complex reconciliations and journal entries, including benefit issuances, payroll, expenditures, trust funds, revenue transfers, and overpayments. Analyze County Fiscal Letters, State and Federal regulations, and CalSAWS instructions to determine fiscal and budgetary impacts. Review and maintain MOUs, fiscal agreements, and compliance documentation; provide guidance to program and fiscal managers. Provide fiscal support for time studies, program surveys, and cost allocations; prepare annual survey true-ups and other mandated submissions. Coordinate and support Federal, State, County, and program audits by preparing documentation, responding to inquiries, and ensuring compliance. Supervise assigned accounting staff; provide training, technical guidance, performance review, and evaluation. Lead or participate in special projects such as process improvements, system enhancements, and policy updates. Recommend and implement improvements to accounting systems, internal controls, and procedures. Establish and maintain effective communication with program managers, fiscal partners, and external stakeholders. Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills is: Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience. This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework. Knowledge of : Basic supervisory principles and practices. Principles, practices and terminology of general, fund and governmental accounting. Principles and practices of business data processing, particularly as related to the processing of accounting information. Principles of public finance. Applicable laws regulating public fiscal operations. Budgeting principles and terminology. Auditing and financial reconciliation principles and methods. Skill/Ability to: Plan, direct, review, and evaluate the work of assigned support staff. Train others in work procedures. Review, analyze, post, balance, interpret and reconcile complex financial data and accounts. Develop and implement accounting systems and procedures. Verify the accuracy of financial data and information. Ensure proper authorization and documentation for disbursements. Interpret and apply complex financial procedures and legal documents. Exercise sound independent judgment within established policy guidelines. Prepare and direct the preparation of clear, concise and complete financial reports and statements, audit reports and audit work papers. Make accurate mathematical and statistical calculations.
