government and defense installations . Position Summary: The
Communications Manager
is responsible for the planning, design, implementation, and management of a comprehensive
campus communications system , including
fiber optic networks, CAT6 cabling, and telephone communication systems . This role ensures the efficient and secure distribution of communication infrastructure to support the institution's networking, telephony, and data transmission needs. The ideal candidate will have experience working in
federal government environments , and the ability to
operate within a Top Secret security framework . Key Responsibilities: System Design & Implementation Lead the design, engineering, and deployment of
fiber optic and structured cabling systems (CAT6, CAT6A, and future upgrades)
across campus buildings and facilities. Develop and implement a
communications distribution plan
that meets industry standards (TIA/EIA, BICSI, NEC, IEEE, etc.). Oversee the integration of
telephone communications , including VoIP and legacy systems, ensuring seamless connectivity. Assess campus-wide needs for
network bandwidth, redundancy, and security , ensuring scalability for future growth. Establish standards for
pathways, cable management, racks, and distribution points
for optimized performance. Project Management & Coordination Manage
installation projects , coordinating with IT teams, facilities management, vendors, and contractors. Develop
project schedules, budgets, and resource plans , ensuring timely and cost-effective execution. Perform
site surveys and infrastructure assessments
to determine communication system requirements. Ensure compliance with
safety, regulatory, and environmental standards
for low-voltage installations. Operations & Maintenance Oversee
troubleshooting, testing, and maintenance
of fiber optic and copper cabling infrastructure. Develop and implement
preventative maintenance programs
to minimize downtime and optimize performance. Maintain
accurate documentation, diagrams, and asset inventories
of communication infrastructure. Ensure campus-wide adherence to
quality assurance, cabling standards, and best practices . Compliance & Security Ensure compliance with
industry codes and government regulations , such as NEC, TIA/EIA, OSHA, and local building codes. Work with cybersecurity teams to
enhance security protocols
for network and communication infrastructure. Establish and enforce
policies for access control, fiber splicing, patching, and emergency response . Team Leadership & Training Lead a team of
technicians and engineers , providing direction and performance oversight. Coordinate with interagency partners and external organizations outside of DHS, including DoD, intelligence agencies, and other federal entities, to support infrastructure initiatives and ensure mission-critical operations. Develop and deliver
training programs
for staff on structured cabling, fiber optic technologies, and telephony systems. Serve as a
technical advisor
for senior leadership regarding communication infrastructure strategy and investments. Qualifications & Requirements: Education & Experience: Bachelor’s degree in
Telecommunications, Electrical Engineering, Information Technology, or a related field
(preferred). 5+ years of experience
in communications infrastructure design, implementation, and project management. Experience with
fiber optic splicing, structured cabling, VoIP, and telephone system management . Certification(s) in
BICSI RCDD, FOA, or equivalent
highly desirable. Technical Skills: Expertise in
fiber optic network design, CAT6/6A cabling, and telephony systems . Familiarity with
network switching, routing, and structured cabling standards . Experience with
AutoCAD, Visio, or similar tools
for system design and documentation. Strong knowledge of
testing and troubleshooting tools
(OTDR, Fluke testers, etc.). Soft Skills & Competencies: Strong
leadership and team management
skills. Excellent
communication and coordination
abilities across multidisciplinary teams. Analytical and problem-solving skills to
troubleshoot and optimize network performance . Ability to
work in high-paced environments
while managing multiple priorities. Work Conditions & Physical Requirements: Ability to
work in indoor and outdoor environments , including construction zones. Requires
lifting/carrying up to 50 lbs , climbing ladders, and working in confined spaces. Occasional travel to other sites or campuses as needed. Security Clearance Requirement: Active Top Secret (TS) clearance
required. Must be able to obtain and maintain clearance at the necessary level for assigned duties. Salary & Benefits: Compensation: Base Salary:
$180,000-$230,000 per year (Exempt Employee, paid on a bi-weekly basis). Annual Review: Compensation is reviewed annually as part of FusionICS' performance and salary review process. Benefits Package: Medical & Retirement Plans: Eligible to participate in medical insurance, 401(k) retirement plans, and other fringe benefits available to all employees. 401(k) Plan: FusionICS offers both traditional and Roth 401(k) plans with a
4% company match
