Responsibilities
  • Oversee the design and development of advanced educational programs and blended learning solutions (eLearning, instructor-led, webinars) for AES initiatives, including TIERS release training, policy changes, new program implementations, and other required revisions.
  • Coordinate with project stakeholders and internal partners (AES Operational Support, Leadership, Policy, Operations, Subject Matter Experts, and Social Services Applications) to develop design documents outlining instruction, assessment, evaluation, and implementation strategies.
  • Lead the development of educational materials for Eligibility Operations and Community Access and Services using adult learning theory (ADDIE) and multiple delivery methods (ILT, web-based, eLearning, job aids, performance support tools).
  • Develop software simulations for agency systems and manage multiple concurrent projects, determining methodology and delivery of educational courses.
  • Provide guidance to team members on new methods and procedures; resolve curriculum and technical issues; utilize specialized software to create learning solutions.
  • Stay informed about agency processes and coordinate printed and web-based products with program management; assist in evaluating program performance and identifying gaps for improvement.
  • Represent the program area in meetings, conferences, and committees as needed.
Qualifications (Essential and Initial Screening)
  • Bachelors degree from an accredited four-year college or university (preferred).
  • Three years of experience in AES-administered programs (e.g., Medicaid for the Elderly and People with Disabilities, with a secondary focus on Texas Works and SNAP) (required).
  • Two years of professional experience in curriculum development using instructional systems design for adult learners (preferred).
  • Three years of experience applying MEPD program policy (Part 1 Community Based Care; Part 2 Nursing Facilities/Waivers) as applicable (required).
  • Experience applying adult learning principles to ILT, eLearning, and blended environments; proficiency with Microsoft Office, Adobe, and related tools for development (required or preferred per line); experience with Articulate or similar tools (preferred).
  • Ability to travel up to 25% (required).
KSAs
  • Knowledge of HHSC programs, public administration, management techniques, statistical analysis, research methods, and program management processes.
  • Strong communication skills, ability to plan, develop, implement, and analyze educational programs; capacity to lead and train others.
  • Expertise in instructional design and curriculum development, including design documents, outlines, storyboards, and learning objectives; applies adult learning principles in eLearning and blended settings.
  • Experience creating ILT, blended, and eLearning solutions using Microsoft Office, Adobe, audio/video tools, and related software; ability to produce concise evaluation reports.
