Payroll-Personnel Coordinator III (Open and Promotional)

Overview
The Office of the Assessor-County Clerk-Recorder and Chief Elections Office seeks well qualified candidates for the position of Payroll-Personnel Coordinator III. The chosen candidate will be responsible for the accurate and timely processing of biweekly payroll for all employees of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer (ACRE). In addition to payroll processing, the incumbent will perform personnel transactions such as new hire onboarding, promotions, demotions, transfers, and terminations. The role includes handling salary increases, application of special allowances, weekly payroll audits, managing employee leaves and benefits, and providing ongoing training on the payroll system in a fast paced, deadline-driven, collaborative environment with multiple payroll earning codes. Responsibilities
Process time reporting forms, verify information and calculations, and monitor leave and compensatory time totals for payroll. Process personnel actions including new hires, job changes, compensation changes, and terminations; research and calculate related data. Coordinate and execute onboarding and off-boarding with supervisors and the Human Resources Department; provide guidance on onboarding resources. Interpret and comply with negotiated contracts, laws, rules, and regulations; confer with Human Resources and/or the Controller's Office as needed. Audit time entry, job, and compensation changes; identify and correct errors; communicate corrections to employees and supervisors as appropriate. Run reports as requested by management and organize and maintain personnel files. Enter and retrieve data using computer systems; review reports for accuracy and make corrections as required. Assist employees and supervisors with payroll, timecard, and personnel inquiries; interpret payroll, retirement, and benefit laws, rules, and contracts; resolve problems and recommend solutions. Respond to salary verification requests and research record keeping issues related to leaves and balances. Qualifications and Ideal Candidate
The ideal candidate will have strong computer skills and experience with payroll and business processes for a government agency or a large organization. Experience with CAMS, Workday or other payroll/human resources systems, and memorandums of understanding with labor organizations. Ability to analyze unique circumstances, understand labor contract provisions, and apply them to timecards; a creative thinker with attention to detail and problem-solving skills. Knowledge and Skills
Knowledge of payroll and personnel processes in a complex public agency; county labor contracts and Civil Service Rules Standard payroll and personnel document processing; office practices and record keeping HRIS and timekeeping systems; basic business data processing and arithmetic Ability to interpret complex guidelines, work independently, prioritize tasks, and communicate effectively Confidentiality and security of employee information; adapt to changes in procedures and HRIS processes Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Two years of journey level general or fiscal office support experience, including payroll or personnel assistance OR three years of general clerical or office assistant experience. Candidates who pass the application screening may be invited to a panel interview (weight: 100%). Depending on the number of applicants, an education and experience appraisal may be used in place of other examinations or to group applicants by qualification.
