We are looking for a Proposal Writer to lead the end-to-end development of compliant, compelling proposals in response to government solicitations. This role combines strategic planning, content development, and cross-functional coordination to ensure timely, high-quality submissions aligned with federal requirements. The ideal candidate excels at writing, managing deadlines, and driving continuous improvement in proposal processes and tools.

Responsibilities

  • Lead and coordinate end-to-end proposal development for government solicitations (RFPs), including compliance analysis, content planning, and final submission.
  • Analyze solicitation requirements to develop outlines, compliance matrices, and proposal schedules; ensure adherence to federal regulations and client guidelines.
  • Facilitate kickoff meetings and strategy sessions; assign responsibilities, manage internal deadlines, and drive collaboration across departments (e.g., SMEs, Recruiting, Legal, Compliance).
  • Write, edit, and format persuasive, compliant proposal content, including technical approaches, past performance, staffing plans, and corporate capabilities.
  • Oversee proposal reviews, integrate feedback, and ensure quality, consistency, and responsiveness to evaluation criteria.
  • Maintain a centralized library of reusable content, templates, resumes, and past performance narratives to support efficient future submissions.
  • Monitor proposal progress, communicate status updates, and enforce deadlines to ensure timely delivery.
  • Stay current with industry trends, procurement policies, and proposal best practices; support continuous improvement of processes, tools, and standards.

Qualifications

  • Bachelor’s degree in Business, Marketing, Communications, Healthcare Administration, or related field — or equivalent work experience.
  • 5-10 years of experience in federal government proposal coordination, preferably in healthcare staffing or professional services.
  • Strong understanding of federal procurement processes, regulations, and evaluation criteria.
  • Experience responding to solicitations from IHS, VA, DoD, or other federal health agencies.
  • Excellent writing, editing, and proofreading skills, with an ability to craft persuasive, compliant narratives.
  • Highly organized, with strong project management skills and the ability to manage multiple proposals simultaneously.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat Pro, and SharePoint.
