Miami-Dade County is seeking a visionary, innovative, and strategic leader to serve as the Director of the Communications, Information and Technology Department (CITD). This role provides an opportunity to shape and modernize the County’s digital government and enterprise communications, uniting technology, data, strategic messaging and marketing. CITD plays an essential role in the County’s mission and commitment to deliver secure, modern services while building public trust by providing clear, accessible, and consistent information that deepens public education and strengthens connections between government and the community.

The CITD Director will oversee a portfolio that brings together enterprise strategic communications, digital engagement, customer experience, and technology services under a shared vision. The position provides executive leadership to manage and modernize the County’s technology infrastructure—including networks, data centers, cybersecurity, telephony, and enterprise systems—while guiding countywide public communications strategies and digital platforms that connect with residents, deliver seamless services, and enable innovation across government.

CITD is comprised of 1,130 employees with a proposed FY operating budget of approximately $305M and a capital budget of approximately $394M.

Key Responsibilities

  • Strategic Leadership: Provide vision and direction for enterprise communications, data intelligence, customer experience, and technology infrastructure strategies to support County goals and priorities.
  • Customer Experience Innovation: Lead efforts to transform service delivery using user-centered design, data-driven decision-making, and emerging technologies to enhance accessibility and deliver seamless, resident-focused interactions.
  • Enterprise Communications: Oversee strategic public communications, digital platforms, marketing, and public education strategies to ensure transparent and consistent information for the community.
  • Technology Infrastructure & Cybersecurity: Direct the modernization and integration of enterprise IT systems, ensuring robust network security, operational resilience, and scalable infrastructure to support Countywide needs.
  • Data-Driven Insights: Champion the integration of analytics, customer feedback, and performance metrics to inform decisions, optimize services, and drive innovation.
  • Collaborative Leadership: Serve as a key member of the Mayor’s leadership team, working closely with the Chief Administrative Officer, Board of County Commissioners, department directors, and external stakeholders to align enterprise priorities and advance County initiatives.

The ideal candidate must have:

  • Proven track record of leading cross-functional teams in delivering enterprise-wide IT solutions and/or communication strategies;
  • Experience in managing technology modernization, digital transformation, or similar large-scale initiatives, and/or leading change communications in complex organizations;
  • Ability to evaluate and integrate emerging technologies, such as Artificial Intelligence (AI); monitor industry trends to drive digital transformation, improve efficiency, and deliver assessable value via a positive customer experience;
  • Ability to oversee high-impact public-facing technology initiatives and communications strategies that support the wide range of Departments servicing the County, including Miami-Dade County’s Constitutional Officers;
  • Ability to lead an integrated communication and marketing program that includes 3-1-1, Customer Relationship Management, Miami-Dade TV and countywide communications channels to ensure transparent, consistent and accessible information and public education initiatives;
  • Demonstrated experience and strong skills in managing crisis and emergency communication, public information management, media relations, and board and community relations;
  • Experience in developing, evaluating, and ensuring compliance with enterprise-wide technology policies, standards, best practices, as well as state and federal regulatory matters;
  • Experience leading professional teams with a solution-oriented approach to problem solving, a true commitment to public service, and an ability to effectively engage a wide range of audiences;
  • Experience in identifying opportunities to optimize IT spending and drive cost-saving initiatives/programs without compromising service quality or business objectives;
  • Ability to manage a multi-million-dollar budget and workforce with knowledge of government procurement processes and protocols;
  • Knowledge and experience with the implementation of cloud-based services; managing and negotiating service contracts for hardware and software acquisition, implementation, and maintenance services; and designing a cohesive data management ecosystem that allows for easy access and utilization of information for decision-making is essential.

About Miami-Dade County

Miami-Dade County is the largest county in Florida with approximately 2.7 million residents. The County has a strong Mayor form of government. The Board of County Commissioners (BCC) is the legislative body, consisting of 13 members elected from single-member districts. Members are elected and serve one four-year term and may serve up to two consecutive four-year terms. The Commission chooses a Chairperson who presides over the BCC and appoints the members of legislative committees.

In January 2025, the Miami-Dade County transitioned to include five Constitutional Offices with elected leaders including Sheriff, Clerk of Court and Comptroller, Property Appraiser, Tax Collector and Supervisor of Elections.
