This position is located the Janet F. Harte Library

Responsible for managing all aspects of daily operations of a branch library or public service division at the main library. Must possess excellent customer service skills and communicate proficiently with different age groups. Responsible for hiring, training, supervising and evaluating the performance of assigned staff. Knowledge of Collection Development, Programing and Reference practices for adult and children services is essential. Must be able to instruct and assist the public in the use of library resources including online catalog, databases, public access computers, and other library equipment. Participate in outreach services, develop community partnerships and serves on library service-related committees.

Responsibilities

  • Plan and manage all aspects of a full-service branch library, which may be a joint facility with a local independent school district
  • Plans, organizes, and schedules daily operations of the library
  • Oversee maintenance, security, and physical attractiveness of facility grounds and equipment and works with related City Departments
  • Prepares, implements, and evaluates annual plan of service
  • Plan, modify, and facilitate achievement of long-range goals
  • Surveys, studies, and recommends services and programs to meet community needs
  • Participate in assigned committees; implement sections of the library's long-range plan
  • Develop, revise, and enforce library policies and procedures
  • Explain and enforce City policies and procedures
  • Develop and monitor division / section budget in grant applications and fund-raising activities
  • Stay abreast of library issues and trends
  • Understand privacy issues and protect user confidentiality
  • Apply fundamental understanding of ethical / legal issues surrounding the access and use of information technologies
  • Understand and adhere to library policies for emergency and disaster preparedness, and subsequent recovery of library services
  • Supervise hiring, training, and evaluation of staff for either the main library, La Retama Central, or home branch
  • Prepare detailed job analysis for each branch position
  • Establish methods for reviewing and evaluating staff performance, holding staff accountable to meet performance expectations
  • Direct staff training and prepare guides and documentation for staff development
  • Assure orderly progression of training. Including team-building efforts to promote independent decision-making and successful planning
  • Involve each employee in the development, pursuit and assessment of his or her own learning goals
  • Define scope of responsibilities for library users, staff and other library facilities
  • Provide frequent assessment and inform staff of community trends and needs related to library operations
  • Provide informal quarterly performance feedback
  • Conduct formal evaluations as required or needed
  • Explain and enforce all City Human Resources Policies
  • Ensure all cash handling staff comply with City Financial Policies
  • Ensure all staff follow safety procedures to comply with Risk Management policies
  • Take timely and consistent / disciplinary action when appropriate
  • Foster and facilitate a collaborative environment based on a shared vision
  • Manage all aspects of collection development, for both reference and circulating collections
  • Understand and adhere to library Collection Development policy
  • Evaluate and develop collection according to the service area assigned to that community needs assessment and plan
  • Prepare subject bibliographies and reading guides
  • Must be familiar with authoritative selection tools
  • Must be aware of societal trends and influences related to subject areas, as well as publishing and format trends
  • Define criteria and establish procedures to evaluate library materials for retention, replacement, duplication or de-selection
  • Conduct inventories of library materials, analyzes usage and maintains appropriate records in support of maintenance procedures
  • Identify items in need of repair and evaluate the cost effectiveness of repair, replacement, and / or withdrawal
  • Recognize items of true historic value and recommend their preservation and conservation for this library or for another collection
  • Perform original cataloging as needed
  • Select appropriate subject headings and call numbers for accurate identification and placement within the collection; understand the broader context (national and international) in which collections function
  • Understand and adhere to library policies for emergency and disaster preparedness, subsequent and recovery of library materials, both physical and digital
  • Establish standards and best practices to ensure effective organization, access, preservation, and delivery of digital content
  • Demonstrate knowledge of multimedia file formats, tools and processes available for digital file format conversion and the relative support afforded these formats through Web browsers on various platforms
  • Demonstrate working knowledge of best practices, industry standards and services for digitizing various media (text, image, audio, video)
  • Define and implement policies related to digital holdings, including collection, digital preservation, rights management, emergency plans, etc
  • Provide reference and readers' advisory services to the public
  • Work with patrons in person, virtually, and on the telephone
  • Assist patrons with computer, basic reference, and e-technology issues
  • Check materials in and out, collect fees and fines, and perform all aspects pertaining to circulation, including shelving materials for patron access and performing opening and closing procedures
  • Explain and perform intra and interlibrary loan procedures, document delivery, resource sharing, reserves, and other information retrieval options
  • Operate cash register and count money
  • Select, organize, and interpret information from an extensive variety of materials, including technical, literary, and documentary statistical sources
  • Resolve difficult questions referred to by staff
  • Must be able to interpret and clarify user questions applying model reference behaviors and techniques
  • Provide problem-solving and administrative guidance to ensure effective and efficient operations
  • Develop and deliver programs for adult audience but may be required to develop and deliver children's programs
  • Plan, manage, and coordinate all aspects of community outreach
  • Promote library services programs and goals in the community
  • Prepare public service announcements and publicity; make media appearances when needed
  • Supervise branch promotional information
  • Establish an active presence in the community by associating with community leaders and affiliations with service, cultural, educational, and recreational institutions and agencies
  • Develop working relationships and joint initiatives with local agencies to identify community needs
  • Plan collaborative programs with other agencies
  • Direct effective day-to-day delivery of services / programs with staff and volunteers
  • Performs other related duties and fulfills responsibilities as required

Position Type and Typical Hours of Work

  • Exempt – Full-Time
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications

  • Graduate Degree (MLS / MLIS) from an accredited program
  • Three (3) years of experience

  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
