UNCLASSIFIED POSITION IN THE FULTON PUBLIC LIBRARY SYSTEM
BRANCH LOCATION: Auburn Avenue Research Library – Programming and Collection Development.
Minimum Qualifications
- Master’s degree in Library Science; supplemented by four (4) years of professional Librarian experience, including two (2) years lead or supervisory experience.
- Certification as a Professional Librarian issued by the State of Georgia within six (6) months of employment. May be required to possess and maintain a valid Georgia driver’s license as required by area assignment.
- Demonstrated proficiency in the essential functions and the ability to learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose Of Classification
The purpose of this classification is to perform duties related to managing a community library branch location or a department or collection in a larger branch. Responsibilities include developing goals, objectives, policies, and procedures; developing and managing the assigned area budget; serving as a community liaison for a library branch or functional area, and supervising assigned staff. Additional responsibilities include organizing, leading, planning, directing and/or implementing outreach services, programs, initiatives and presentations. This classification is distinguished from Librarian, Principal in that this class manages a Library department or service.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Supervises, directs, and evaluates assigned staff and volunteers: may make hiring or disciplinary recommendations; develops and oversees employee work schedules to ensure adequate coverage; compiles and reviews time cards; approves/processes employee concerns and problems; counsels, documents and disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and trains staff and volunteers in operations, policies, and procedures. May require working at least one late evening and some weekends. Position can be reassigned based on the needs of the department.
- Organizes, prioritizes, and assigns work; ensures staff have proper resources; monitors progress and inspects completed work; provides technical guidance and reports to management.
- Manages operations of a library branch or department/collection: develops short and long-range goals; interprets and complies with applicable regulations; creates and improves strategies to enhance delivery of services and programs to patrons.
- Monitors program budget: reviews expenditures; ensures budget compliance; approves program expenditures prior to payment.
- Manages assigned library branch facilities: coordinates maintenance and scheduling of spaces; manages room usage as needed.
- May serve as a system-wide technical expert in a library support function or subject matter as required; provides expert advice to the public and staff.
- Manages and evaluates the delivery of public library services to diverse communities: administers evaluations and reports, evaluates programming and statistics, and prepares monthly reports.
- Develops major collections with attention to diversity; selects materials, removes outdated items, and handles donations as appropriate.
- Establishes and maintains relationships with community agencies and institutions; develops partnerships, conducts outreach events, and promotes programs and services.
- Maintains current knowledge of applicable laws/regulations; keeps up with new technologies, trends, and professional literature; participates in professional organizations.
- Serves on professional library committees and task forces; assists with policy development and recommendations to supervisors.
