Overview

Under the direction of the Library Director, supervises activities and staff of the Circulation Services Department. Trains and coaches staff to ensure efficient use of department resources and to provide exceptional service to customers. Assists library patrons in the use of library services, facilities and equipment in an attentive, friendly, courteous and service-oriented manner; interprets library policies for patrons and resolves complaints. Provides training for new Northwest Regional Library System staff on the use of circulation and registration software, proper shelving of library materials, and related policies and procedures; creates and presents refresher training for all staff.

Responsibilities

  • Coordinates activities of the Circulation department to effect operational efficiency. Determines work procedures, prepares work schedules, and expedites workflow.
  • Serves as the primary source of information to patrons and staff regarding Circulation Services policies and procedures.
  • Supervisory responsibilities include training, coaching and participating in the selection of employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
  • Oversees registration of patrons, charging and discharging of library materials, organization and shelving of incoming materials, and distribution of materials to appropriate areas.
  • Trains volunteers in the proper method of shelving materials.
  • Provides hands-on training for new staff members on Circulation procedures; develops manuals, handouts, in-person and other forms of refresher training for all staff.
  • Assists patrons in meeting their information needs by locating books and other materials, assisting with use of library equipment, conducting readers’ advisory services, and referring patrons to the appropriate staff member or department.
  • Supervises coordination and distribution of materials on hold.
  • Supervises collection and accounting of fines and fees collected by the circulation area.
  • Investigates and resolves errors and customer complaints.
  • Describes or demonstrates procedures for navigating the public access catalog, electronic resources, and the Internet.
  • Furnishes information on library activities, facilities, rules, and services.
  • Assists in scheduling use of the public meeting room.
  • Maintains currency in professional library issues, developments, materials, and equipment.
  • Assembles and arranges displays of books and other library materials to promote use.
  • Prepares reports of department activities for Library Administration including statistical information; staff accomplishments, concerns and training needs; and library usage trends.
  • Participates as part of the library management team and attends regular meetings as required; participates in committee work and special projects.
  • Makes recommendations for materials to be added to the library collection based on customer suggestions and usage trends.
  • Investigates technologies, procedures, equipment and supplies that will improve circulation services and makes implementation recommendations to Library Administration.
  • Implements library’s policies and goals.
  • Ensures department staff is familiar with the library calendar of events and available online services and that staff promote library programs and services to patrons when appropriate.
  • Promotes library services through publicity efforts such as speeches, tours and programs. Represents the library at community, social, and business gatherings.
  • Performs or assists department staff in performing duties.
  • Arranges for staff to provide substitute coverage at Bay County branch libraries as needed.
  • Carries out supervisory responsibilities in accordance with County policies and applicable laws.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related duties as assigned.

Qualifications

  • Bachelors’ degree from an accredited college or university in business or public administration, library science, or a closely related field; AND
  • Five (5) years’ progressive experience in customer service related positions, which includes three (3) years’ supervisory experience.
  • Public Library experience preferred.

Licenses and Certifications

Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

  • Proficient in MS Word, Excel, and Outlook.
  • Knowledge of project management and organizational skills.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, financial reports, technical procedures, governmental regulations and legal documents.
  • Ability to respond to common injuries or complaints from customers, staff or members of the business community.
  • Ability to respond effectively to sensitive inquiries and complaints.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to calculate figures and amounts such as discounts, interest, percentages, and area.
  • Ability to write reports and articles using original or innovative techniques or style.
  • Ability to effectively present information to top management, public groups, library staff, and library board.
  • Ability to define problems, collect data, establishes facts, and draw valid conclusions.

Physical Requirements/Environmental Conditions

Work is primarily performed in an indoor, climate-controlled environment and has moderate exposure to disagreeable elements (e.g., irate customer, extreme noise, heat, odors).

Frequent lifting 10 to 25 pounds; occasional lifting up to 50 lbs. Employee must be able to push or pull a loaded two-sided, six shelf book cart. Employee must occasionally retrieve library materials by climbing and/or reaching to top shelves of standard 84” library shelving and stooping to floor-level shelves of library shelving and bottom drawers of file cabinets.

Special Requirements

  • Works evenings and weekends as needed.

Work Location

Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
