Responsibilities/Qualifications
Intrado is hiring a Manager, Proposal Writing to join our Government Solutions team.
We are seeking an experienced and highly organized Manager, Proposal Writing to lead our proposal development function in the public safety technology sector. The Manager will oversee the proposal team, manage end-to-end RFP/RFI/RFQ response processes, and ensure the delivery of compelling, compliant, and competitive proposals at the local, state, and federal levels. This role requires strong leadership, exceptional writing and editing skills, and the ability to align proposal strategy with company growth objectives.
Key Responsibilities:
- Team Leadership & Development
- Lead, mentor, and manage a team of proposal writers and coordinators, providing coaching, feedback, and professional development
- Establish proposal team goals, performance metrics, and accountability standards
- Proposal Strategy & Management
- Own the full lifecycle of the proposal process, from opportunity assessment through submission and debrief
- Assign and manage workloads across the proposal team, ensuring timely delivery of high-quality responses
- Partner with sales, product, engineering, legal, and executive leadership to shape win strategies and competitive positioning
- Facilitate kick-off, review, and approval meetings to ensure alignment across all stakeholders
- Content Development & Quality Control
- Oversee the creation and refinement of executive summaries, technical narratives, resumes, and past performance references
- Ensure all proposal materials are compliant, persuasive, and consistent in tone and branding
- Maintain and continuously improve the proposal content library, templates, and style guides
- Process Improvement & Governance
- Develop and enforce standardized proposal processes, timelines, and quality controls
- Identify and implement proposal automation tools and best practices to drive efficiency
- Lead post-proposal reviews and debriefs, implementing lessons learned into future responses
- Market & Compliance Expertise
- Stay current with industry trends, procurement regulations (e.g., FAR, DFARS, state/local rules), and competitive dynamics in the public safety technology space
- Advise leadership on proposal risk, compliance considerations, and process improvements.
Qualifications:
- 5+ years of experience in proposal development, with at least 2 years in a supervisory or managerial role
- Proven track record leading successful government proposal responses (local, state, federal), preferably in the public safety, technology, or software industry
- Strong leadership, mentoring, and team-building skills
- Exceptional writing, editing, and communication skills, with the ability to translate technical concepts into persuasive narratives
- Deep knowledge of the RFP/RFI/RFQ process and government procurement practices
- Proficiency in Microsoft Office Suite; experience with proposal automation tools (e.g., RFPIO, Loopio, Qvidian, Expedience) preferred
- Highly organized and capable of managing multiple, concurrent deadlines under pressure
- Experience with public safety technology solutions (e.g., NG911, CAD, RMS, emergency communications) strongly preferred
- Bachelor’s degree in English, Communications, Business, Public Administration, or related field; equivalent experience considered

The starting salary is anticipated between $115,000 and $125,000 and will be commensurate with experience.
