Overview
Description Web Developer III is an experienced level information technology professional located within various offices in the City of Detroit Department of Innovation and Technology that requires minimal direction and supervision. A Web Developer plans, designs, develops, tests, implements, and manages the City’s Internet and intranet activities, including managing, creating, or integrating with web-based applications that will enable new tasks/processes or streamline existing tasks/processes. The work performed by Web Developers primarily involves performing basic Internet/intranet support functions such as web page/application design, content development, and site updates. Web Developers build web applications and user experiences that change the way people perceive and interact with the City of Detroit. Web Developers also contribute technical guidance during implementations of new systems or applications and play a key role in the management and maintenance of the City’s website(s).
Responsibilities
- Designs, builds, and maintains the City’s website(s), using authoring or scripting languages, content creation tools, management tools, and digital media
- Develops guidelines for page and site design and configuration
- Performs website updates and ensures effective system performance
- Writes, designs, or edits web page content, or directs others producing the content
- Performs back-up of files from websites to local directories for instant recovery in the event an issue arises
- Identifies problems uncovered by testing or customer feedback and corrects problems or refers problems to appropriate personnel for correction
- Evaluates code to ensure that it is valid, properly structured, meets industry standards, and is compatible with browsers, devices, or operating systems
- Maintains an understanding of current web technologies or programming practices through continuing education, reading, or participation in professional conferences, workshops, or groups
- Analyzes integration of the Internet/web technology with existing or new enterprise applications, databases, client/server systems, and other platforms
- Develops or validates test plans, routines, and schedules to ensure that test cases mimic real-world usages, i.e. all external interfaces and all browser and device types
- Obtains and maintains reports access and performance statistics using site analysis tools
- Develops databases that support web applications and websites
- Renews domain name registration
- Designs and writes supporting code for web applications or websites
- Identifies opportunities for public-private collaboration in using Internet-based technology to increase the efficiency of City business
- Performs data and information visualization in the form of designing static or interactive information graphic explainers, presentations, charts, graphs, etc.
- Designs, prototypes, and deploys user experience and user interaction concepts for Internet and/or intranet applications used by City staff, partners, and the general public
- Participates in website and web application performance tuning and optimization to increase scalability and throughput, minimizing front-end and back-end server load, end user perceived latency, page weight, etc.
- Performs special projects and other duties as assigned
Minimum Qualifications
- Bachelor’s degree from an accredited college or university, with major course of work in computer science, graphic arts, web design, programming, or other related field of study.
- Web Developer III position must have experience as a Web Developer II for at least three (3) years in web design, web content management, and communications is required.
- Web Developers must demonstrate proficiency with integrated word processing and spreadsheet functions.
- Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

- As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
- Completion of thirty (30) years of service;
