Description
This position is responsible for drafting and reviewing various city contracts for the contracts division of Procurement. Receives and manages all contract requests from City departments and Procurement.

Examples of Duties

1. Provides support for assignments in the functional areas of contracting.
2. Responsible for drafting of all city's contractual documents including agreements, renewals, and extensions.
3. Procurement technical report writing and data analysis support.
4. Assists City departments with contractual compliance and failures, which may include vendor relations.
5. Serves as the main city contact for contracts.
6. Assists project managers with scope of work development.
7. Maintains a timeline setting priority for all requests for contracts and review of terms and conditions, agreements, and other legal documents.
8. Ability to compile and draft government contracts using city template and tailoring terms and conditions as needed for the situation.
9. Serves as lead or support personnel in negotiations of contracts as needed.
10. Ensures maintenance of accurate, through contact records and assists in facilitating efficient interdepartmental communications related to assigned areas.
11. Participates in National Contract Management Association (NCMA) webinars and classes, and other forums in order to develop contract and performance management best practices in the City, and best methods for mitigating business risk.

NONESSENTIAL JOB FUNCTIONS
1. Assists in the preparation of various manuals, such as purchasing policies and procedures, and vendors guide.
2. At times, must drive to other departments and to seminars.
Performs other duties as required.

Minimum Qualifications

Must have at a minimum a bachelor's in business administration, Marketing, Economics or related area.
Minimum of 3 to 5 years of related experience in corporate or government contracting.
LICENSES/CERTIFICATES
Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

1. Working knowledge of public procurement laws, practices, and techniques.
2. Knowledge of principle and practices of contract management and negotiations.
3. Ability to write, read, interpret policies and procedures.
4. Highly skilled in Word, Excel, Adobe and other similar software applications.
5. Proficiency in communicating with various departments and project personnel on a frequent basis in order to produce accurate and concise contract documents.
6. Attention to detail, proofreading and extensive writing tasks will be required.
7. Analytical mindset to include refined problem-solving abilities.
8. Ability to resolve vendor issues, including contract default.
9. Ability to establish and maintain good working relationships and communicate clearly and effectively with subordinates, representatives of other departments, vendors, and the public.
10. Ability to productively and effectively work independently on assigned tasks as required.

Deferred compensation is available to all full-time employees at the time of employment. This benefit allows the employee to defer income without paying taxes until money is withdrawn. Current plan is administered through MissionSquare.
Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.
Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

Retirement Plan

All full-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.
Training Programs

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
