Co-Response Team Supervisor, Bureau of Health Promotion for Justice-Impacted Populations
The Co-Response Team (CRT) Model is a partnership between the New York Police Department (NYPD) and the Department of Health and Mental Hygiene (DOHMH) that serves individuals with behavioral health challenges and a heightened risk of harm to themselves or others. The CRT operates 14 hours a day, 7 days a week, including holidays. Supervisors are assigned one of two shifts (7 AM‑3 PM or 1 PM‑9 PM) and operate over two full-time supervisors for the bureau.
This position may be eligible for remote work up to two days per week under the Remote Work Pilot Program.
Responsibilities
- Provide clinical oversight, field-based supervision, and ongoing coaching to Co-Response coordinators.
- Deploy and maintain a caseload; provide field coverage and field supervision.
- Field work at least three times per week.
- Offer crisis counseling, de-escalation, and clinical assessments/interventions as needed.
- Gather real-time information from referral sources to determine appropriate responses and provide real-time telephonic and field support.
- Trouble shoot challenges, issues or concerns and elevate issues to management as necessary.
- Incorporate best practices for engagement, crisis and peer intervention services.
- Provide onboarding training and ongoing professional development to CRT coordinators and staff.
- Participate in the development, coordination, and facilitation of trainings for CRT coordinators, partner meetings, and community events.
- Offer training and oversight of CRT intake.
- Assist with quality assurance and quality improvement efforts.
- Coordinate and consult with on-site NYPD management and staff to support team operations.
- Maintain collaborative relationships with law enforcement partners.
- Ensure staff record keeping is timely, concise, and accurate.
- Review initial assessments and progress notes for quality improvement.
- Respond to field-based crisis and issues (in-person, field or by phone).
- Coordinate with other collateral players as needed.
- Work with HPJIP Epi team to track and monitor client engagement outcomes and maintain detailed, accurate and timely reports on productivity and quality.
- Build relationships with other city agencies, community providers and relevant collateral contacts to coordinate appropriate responses to real time 911 calls.
- Participate in all program-related and supervisory meetings.
- Provide operational coverage as needed, including shift coverage and vacation coverage; flexibility with shift changes as required.
- Other responsibilities as assigned by management.
Qualifications
- A Master’s Degree in Social Work from an accredited school of social work and three years of full-time satisfactory experience practicing social work utilizing casework, group work and community organization methodologies, with at least two years in a supervisory capacity.
- Certification/License Requirements: A valid Certified Social Worker (CSW) certificate or Licensed Master of Social Work license (LMSW) issued by the New York State Department of Education must be obtained within one year of the date of appointment.
- Special Note: Section 424‑a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child‑care responsibilities has been the subject of a child abuse and maltreatment report. The agency has the discretion to assign a candidate who has been the subject of a child abuse and maltreatment report to a position with no child‑care responsibilities.
- Licensed New York State Masters-level Mental Health professional in good standing.
- Five years direct service experience working with highly vulnerable populations, particularly the homeless, and people with health, mental health, substance abuse issues as well as families.
- Must have experience with field work.
- Strong understanding of the intersection of NYC’s criminal justice and behavioral health systems; demonstrated best practices around violence risk identification and management, engagement of hard‑to‑reach clients, harm reduction, motivational interviewing, trauma‑informed care and non‑violent crisis intervention techniques.
- Significant provider experience in behavioral health treatment and/or services.
- Ability to establish and maintain effective working relationships internally and externally.
- Strong interpersonal and communication skills; attention to detail and organization.
- Ability to respond quickly and effectively to crisis situations.
- Demonstrated effective leadership and supervisory experience.
- Ability to work independently as well as collaboratively. Flexibility and ability to handle changing workload with multiple projects and changing priorities.
- Experience providing counseling, outreach, workshop/training facilitation, case supervision and/or group/community presentations.
- Proficient in computers, including Microsoft suite.
- Creative problem‑solver who enjoys working in a fast‑paced environment, is highly motivated and able to coordinate multiple projects/tasks.
Preferred Skills
- Bilingual: Spanish preferred.
- LT: 5+ years direct service experience with highly vulnerable populations.
