City of Cincinnati . This position reports directly to the Director of Parks and is part of the Parks senior leadership team. The Division Manager assists the department Director in managing departmental activities and providing support in all areas of the assigned department. The incumbent directs work assignments and projects of employees within the division, ensuring work quality, adherence to established policies and procedures, and management of technical and complex tasks relative to the assigned area of responsibility.

Key Responsibilities

Manage the Planning & Design Division’s Capital Improvement Program, including projects such as neighborhood park renovations (e.g., Owl’s Nest, Glenway, Inwood, McEvoy, MLK Parks), playground replacements, operations facilities renovations, multi‑use trail projects, a riverfront marina, and stream restoration initiatives.

Oversee design and planning of parks, greenspaces, facilities, and amenities throughout the city, including maintenance projects (sinkholes, stormwater, masonry steps, handrails, roofs, water infrastructure, roads, sidewalks).

Lead large‑scale capital construction projects from planning through closeout, ensuring timely, on‑budget delivery that complies with all codes, regulations, and City standards.

Coordinate with contractors, architects, engineers, consultants; review and approve plans, specifications, and change orders; monitor construction progress; resolve field conflicts; and enforce quality assurance throughout all project phases.

Implement effective contract administration and procurement strategies, maintain vendor and stakeholder relationships, and provide regular status updates to Parks leadership and City officials.

Direct work assignments and project oversight of staff such as architects, engineers, planners, and project managers.

Build a positive, engaging workplace culture that is mission‑driven and collaborative to preserve and improve parks and public greenspaces for the Cincinnati community.

Qualifications and Experience

Earned a Bachelor’s Degree in Business Administration, Public Administration, or a related field (Master’s preferred).

At least 5 years of supervisory business management experience, with a primary focus in strategic human resources, project management, or change management.

Demonstrated knowledge of city, state, and federal laws, regulations, and procedures; Civil Service Rules and Human Resources Policies; program evaluation; staffing, organizational, and performance evaluation principles; and human resource management practices.

Strong proficiency with computer equipment, software, and vehicle operation as required by the job.

Capability to establish performance targets, set work priorities, maintain positive employee relations, uphold integrity, manage EEO/AA programs, supervise and evaluate staff, and produce clear reports and presentations.

Military education and experience may be used to substitute for college‑level coursework under the American Council on Education (ACE) Military Guide recommendations.

Must possess a valid driver’s license and be able to work irregular hours, including weekends.

Physical and Environmental Conditions The Division Manager will work indoors and outdoors, often exposed to office computers and varying weather conditions. Responsibilities may include operating machinery, moving vehicles, working on uneven or slippery surfaces, handling chemicals, and working in dust, sunlight, or near water. The role requires frequent walking, standing, reaching, climbing or balancing, and the ability to use hands and fingers for extended periods.
