Scope
The Communications Strategist is responsible for developing and implementing comprehensive communication strategies that enhance the organization's internal and external messaging, build relationships with key stakeholders, and amplify the impact of the Housing Authority's initiatives. This role supports senior leadership by proactively shaping narratives, providing strategic communicationguidance, and ensuring consistency in messaging across all platforms and audiences.
Accountability
Reports directly to the Executive Director.
Strategic Communication Development
Develop and execute a comprehensive communication strategy aligned with the organization's mission, strategic goals and community impact goals.
Craft key messages and narratives for internal and external audiences to promote the Housing
Authority's initiatives and achievements.
Identify opportunities to elevate OCHA's presence through innovative campaigns, storytelling, and digital engagement strategies.
External Relations and Stakeholder Engagement
Represent the organization in public meetings, forums, and events to advocate for its mission and initiatives.
Respond to inquiries, and coordinate interviews to ensure accurate and positive media coverage.
Collaborate with stakeholders to amplify the Housing Authority's role in the broader affordable housing ecosystem.
Foster positive relationships with the community and develop accessible outreach materials to support resident engagement and enhance community trust.
Support resident engagement by creating accessible communication tools and campaigns.
Collaborate with program managers to promote initiatives, services, and events.
Internal Communication and Staff Support
Facilitate effective communication channels within the organization, ensuring staff are well-informed about initiatives, changes, and key developments.
Collaborate with department heads to align internal messaging and maintain transparency across teams.
Create tools, templates, and workflows that streamline internal communications and improve staff collaboration.
Provide training and resources to staff to strengthen their communication and outreach skills.
Enhance internal communications to ensure staff are informed and aligned with agency priorities.
Executive Communication Support
Act as a strategic partner in shaping and delivering consistent messaging from the Executive
Director and leadership team.
Support leadership in public engagements by preparing briefing materials, community reports, and key messaging guides.
Content Creation and Brand Management
Oversee the creation of communication materials, including reports, newsletter, website content, and social media updates, ensuring all materials reflect the Housing Authority's mission and values.
Ensure branding, logo, signage and messaging are consistent across all communications platforms and materials.
Use data visualization and design tools to transform complex housing information into clear, inclusive and user-friendly graphics and reports.
Develop digital campaigns to promote housing programs, success stories, and resident services.
Ensure messaging is clear, consistent, and culturally sensitive.
Crisis Communication
Support communication planning and response during crises or urgent situations, ensuring residents, staff, and stakeholders receive timely and accurate information.
Create proactive communication protocols to support OCHA's reputation and public trust.
Required Skills and Competencies
Strong ability to craft clear, compelling narratives tailored to diverse audiences.
Advanced knowledge of communication tools, including social media platforms, website management, and content creation software.
Exceptional verbal and written communication skills, with attention to tone, detail, and consistency.
Ability to manage complex projects, prioritize tasks, and meet deadlines in a fast-paced environment.
Skilled in applying User Experience and design principles to enhance accessibility, engagement, and clarity in communications.
Strong analytical mindset with the ability to interpret data and assess communication effectiveness.
Collaborative leadership style with the ability to work cross-functionally across departments.
Qualifications
Experience in a communication role, preferably in a government, nonprofit, or public housing context.
Proven experience in stakeholder engagement, strategic messaging, and public relations.
Knowledge of affordable housing policies, public housing operations, or related sectors is a plus.
Demonstrated ability to manage communication strategies for digital platforms, community outreach, and executive-level initiatives.
Experience in branding, design systems, or product communication strategies is highly desirable.
Excellent written, verbal, and visual communication skills.
Ability to develop and execute comprehensive communication strategies.
Proficiency with social media platforms and content creation softwares
Graphic design and/or video production skills are a plus.
Collaborative, adaptable, and able to manage multiple projects in a fast-paced environment.

Ability to read and write correspondence. Ability to communicate clearly and effectively in person, by radio, and by telephone. Physical range of motion and coordination for extensive work with files.
