The Proposal Writer is responsible for compelling, compliant, customer-focused proposal content that clearly articulates the value proposition and addresses RFP requirements for federal and state government opportunities. The role works with subject matter experts (SMEs), graphic designers, and proposal managers to transform technical input into persuasive narrative responses. Job Responsibilities

Participate in proposal kickoff meetings, storyboarding sessions, and color team reviews to support content planning and strategy. Collaborate with Proposal Managers and SMEs to align written content with win themes, solution strategies, and customer requirements. Conduct interviews with SMEs and internal teams to gather technical and programmatic information. Translate complex technical input into clear, persuasive, and accessible proposal narratives. Write, revise, and format proposal content, including executive summaries, technical and management volumes, past performance, and staffing plans. Ensure all content is compliant with RFP/RFQ requirements, evaluation criteria, and proposal instructions. Edit for clarity, grammar, tone, and consistency across all volumes and contributors. Coordinate with graphic designers to support the development and integration of visuals and graphics. Incorporate feedback from color team reviews, SMEs, and compliance checks into proposal revisions. Research and leverage existing content from past proposals using the content library and SharePoint. Maintain and contribute to the development of reusable content, templates, and boilerplate assets. Job Qualifications

5+ years of experience writing proposals for Federal and/or State government agencies. Exceptional writing, editing, grammar, and communication skills with attention to detail. Proficient in Microsoft Word, PowerPoint, Adobe Acrobat, and SharePoint Proven ability to manage multiple writing assignments in a fast-paced environment. Strong collaboration and interpersonal skills, with the ability to accept and integrate feedback constructively. Familiarity with Health IT, government procurements is highly desirable. Education Requirements

Bachelor’s degree in English, Journalism, Communications, Technical Writing, or a related field. APMP Foundation Certification or equivalent proposal training is a plus.
