Qualifications
Education: Bachelor's Degree or higher and ten (10) years of firefighting and fire prevention experience with the El Paso Fire Department, including two and one half (2-½) years as a Captain.
Licenses and Certificates: Texas Class "B" Driver's License or equivalent from another state (with exemption for heavy firefighting vehicles). Texas Commission on Fire Protection certification as a Fire Officer II.
Additional Certifications: Basic Aircraft Rescue Fire Fighter, Emergency Medical Dispatch, Emergency Fire Dispatch courses, International Academy of Emergency Dispatch (IAED) certification, Texas Crime Information Center (TCIC) certification, TLETS certification, Priority Dispatch Pro-QA certification, Basic Telecommunicator Certificate Course, Crisis Communication Telecommunicator Course, Telecommunicator License from the Texas Commission on Law Enforcement (TCOLE).
Maintain certification: Structural Firefighter certification from the Texas Commission on Fire Protection, Emergency Medical Technician Basic level or higher.
Responsibilities
Deploy and oversee emergency response companies and equipment at response scene until relieved by superior officer.
Interpret and relay orders of superior officer and ensure readiness and discipline standards by conducting personnel, equipment inspections and fire station inspections.
Ascertain causes and extent of fire and collateral damage to property.
Plan, organize, coordinate hazardous materials response and recovery, develop response procedures and instructional materials.
Act as principal technical advisor on preparedness and hazard elimination, conduct training programs and practice exercises for response personnel and the public.
Plan, develop, coordinate and implement Occupational Safety and Health Program, chair safety committee, review accident reports and implement corrective actions.
Supervise maintenance, repair and reconditioning of equipment, conduct fire station inspections of fire engines and firefighting equipment, supervise testing and maintenance of fire extinguishers, breathing apparatus and medical equipment.
Conduct investigations into causes of fires, suspected cases of arson, provide support to fire prevention inspectors for Fire Prevention and Texas Insurance Code offenses.
Serve as standards officer, enforce departmental disciplinary policy, conduct internal administrative investigations and maintain records.
Direct analysis, records management and decision support services to the department, oversee records management systems and provide scheduled reports related to service levels.
Plan, organize, direct, coordinate and evaluate delivery of emergency medical services, coordinate departments to ensure appropriate delivery of citywide EMS services, assist with preparation and administration of FMS operating and capital outlay budgets.
Perform aircraft rescue functions: liaison functions between fire and local, federal, and private entities operating out of the airport, ensure compliance with FAA and TCFP requirements, prepare and oversee annual emergency plan exercise.
Supervise personnel: schedule, assign, instruct, guide, evaluate work; prepare performance evaluations; arrange employee training and development.
Perform related work: substitute for supervisor during temporary absences, manage division budget, monitor expenditures, direct inspection and inventory of supplies and equipment.
Perform functions of a Fire Dispatcher, 911 Call Taker, or Police Dispatcher: process emergency calls, dispatch, monitor and coordinate activities of emergency personnel.
