The Film Office spearheads major policy initiatives impacting Wisconsin’s tourism industry and creative economy by promoting Wisconsin as the ideal location for film productions. The Office manages the state’s $5 million annual film tax incentives and unites Wisconsin’s growing film industry, comprised of many state‑wide organizations and stakeholders.
Position Summary
Under the general direction of the Communications Director and in coordination with every division at the Department of Tourism, the Film Office Director will build Wisconsin’s new film office and programs. The Director will play a vital role, facilitating cooperation between industry groups and government officials, developing policy strategy and direction, and managing the film tax incentive program. The position serves as the Department lead by coordinating and executing all facets of a film office, managing an agency of record’s work, and bringing film and television productions into Wisconsin.
Responsibilities
Partner outreach and relationship management with industry leaders, state and local government agencies, nonprofits, and private business stakeholders.
Develop and execute an industry communication strategy, including building and maintaining a digital home for Wisconsin film industry professionals and producers.
Advising the Secretary’s Office on tax incentive program design, modifying administrative code, drafting application processes and coordinating with state agencies.
Manage $5 million annual film tax incentives, ensuring public disclosure to the state legislature and accounting detail.
Coordinate with the Department of Tourism’s other offices and bureaus to generate fan excitement and drive set‑jetting leisure travelers.
Lead remote work up to 85 % of the time, attending in‑person collaboration meetings in Madison two days per week for the first three months and traveling for evening and weekend productions as needed.
Report to the Madison office on the first day and maintain high‑speed internet access for remote work.
Qualifications
Economic development, marketing, or contract management experience.
Program management experience with planning, project team coordination, and communications strategies.
Partner relationship management experience with industry stakeholders and strong written and verbal communication skills.
Experience working with or for a film promotion office or in the film industry (production, marketing, business administration of motion pictures and/or television).
Administrative fiscal management and budget development experience.
Policy development and analysis experience.
Experience managing a marketing or public‑relations contractor and developing marketing and sales strategies.
Coalition building experience at the national, state or regional level.
Experience using economic impact data to inform agency‑wide programs.

Salary Information
Starting hourly rate for the Film Office Director (Program and Policy Analyst‑Advanced Management) position will be between $45 - $49.52 per hour, depending on qualifications and experience. This classification is assigned to pay schedule/range 81‑03. Current state employees will be compensated in accordance with the current State Compensation Plan.
