Job Overview Information Technology Manager – Santa Cruz Public Libraries (SCPL) – Santa Cruz, CA.

The incumbent reports to the Director of Libraries and is responsible for planning, coordinating, and directing all IT activities for the library system. The position may be assigned as a Cybersecurity IT Manager for the City of Santa Cruz and SCPL.

Key Responsibilities

Plan, organize, and direct IT services for all hardware, software, network, and payment‑card compliance needs.

Develop and execute cost‑effective technology solutions and project portfolios.

Define, implement, and enforce IT policies, procedures, and best practices.

Oversee enterprise security solutions, ensure compliance with security standards, and manage incident response.

Manage vendor relationships, procurement, and contract administration.

Coordinate disaster recovery, business resumption, and continuity planning.

Provide end‑user support and help‑desk oversight.

Supervise assigned staff and support professional development.

Maintain current knowledge of emerging technologies through professional development and community engagement.

Manage IT staffing, recruitment, and performance evaluation.

Coordinate grant administration related to IT services, including Federal E‑Rate and California Library Connect.

When assigned as Cybersecurity IT Manager: lead cybersecurity strategy, risk assessments, incident response, and security technology management.

Required Education, Experience, and Skills

Bachelor’s degree in Information Systems, Computer Science, Business Management, or related field.

Four (4) years of progressively responsible IT experience or equivalent experience (e.g., eight (8) years of related experience).

Two (2) years of supervisory experience in a network, database, systems, or application environment.

Proficiency in full‑cycle infrastructure and application implementation.

Knowledge of networking, security, communications, software development, and systems administration.

Project planning and management skills.

Budgeting and financial management abilities.

Strong troubleshooting, communication, and organizational skills.

Experience with Microsoft server and client infrastructure, SQL Server, and Exchange.

Valid California Class C driver’s license.

Ability to pass a full criminal record/background check (CLETS, FBI).

Preferred certifications: CISSP, CISM, CISA, CRISC, CompTIA Security+, GIAC Security Leadership.

Preferred: Master’s degree in Information Systems, Library Science, or related field.

Desirable Qualifications

Experience in a public agency or library environment.

Knowledge of Integrated Library Systems (ILS) and library services.

Experience with Unix/Linux or open‑source solutions.

Technical project management experience.

Knowledge of ISO 27001, NIST, GDPR, HIPAA, PCI DSS.
