Clackamas Water Environment Services (WES) is seeking a Senior GIS Technician to lead and coordinate large and complex GIS projects for the department, including acting as the subject matter expert on technical GIS systems for training, testing, and recommending enhancements to the systems. The Senior GIS Technician will lead and assist in the development of GIS technology in collaboration with vendors, contractors, WES staff, and county stakeholders. Additionally, this position will be responsible for providing direction to other GIS Technicians, performing complex database design and analysis using multiple data sources, and performing advanced specialized work in the development and use of GIS and other systems. Successful candidates will have a strong ability to work collaboratively and communicate effectively in both written and verbal form, with a broad range of program stakeholders including technical and field staff, senior management, partner organizations, vendors, and contractors. As a subject matter expert, the Senior GIS Technician will have advanced knowledge and experience with GIS software applications, concepts, principles, practices and techniques, including computer mapping and attribute data conversion, transfer, manipulation, and analysis. Provides work direction to other technicians in a mapping, records, and GIS work group; develops and implements standards, policies, and procedures; prioritizes plans and schedules projects and processes and checks work; and manages work flow. Coordinates the work of regular employees and contractors assigned to projects; promotes cooperative team efforts among technical staff, departments, contractors, and users; monitors contractor/vendor activities; coordinates with required vendors in providing required services. Performs aggregation, quality control, transformation, and import of external data into the enterprise database using spatial ETL tools and custom Python scripts. Consults with staff and management to assess scope of mapping requests; estimates time and resources needed to complete mapping services; researches and evaluates available data and proposes methods to be used; develops procedures and preliminary layouts; makes final determinations on methods to be used and develops procedures accordingly; designs final map layouts and executes design drafts. Communicates project information and requirements to consultants and reports critical issues to management as deemed necessary. Assist in strategic planning for WES in the utilization of technology, identification of solutions, best practices, trends analysis, and overall business directions and opportunities for efficient technical solutions. Assists management in the scope, specifications, requirements and design of technology strategic plans to align business and technical direction. Serves as liaison with GIS stakeholders in the development and maintenance of GIS data and to share information and coordinate projects. Prepares, designs, and produces a variety of maps and other graphic representations displaying layers and attribute data from the database, using cartographic techniques to represent spatial data; develops and maintains data layers, using GIS tools, CAD tools, and relational databases; enters attribute data pertaining to specific features into a relational database; incorporates maps, charts, spreadsheet data, and text into reports. Researches GIS and CAD techniques, identifies sound methodologies and implements results of research. Develops and conducts ongoing needs and skills assessments to improve customer experience and for consideration in software upgrades; coordinates and presents training to enhance skill development and competency for department specific system end users; develops, coordinates, and conducts presentations to management, workforce partners, and other stakeholders; works collaboratively with customers, Technology Services staff, and department staff as technical and business liaison to ensure technology solutions align with business requirements. Develops, analyzes, and documents GIS workflows and processes to increase functionality and efficiency. Translates CAD drawings into GIS format; creates GIS maps and drawings and posts map updates. Also translates GIS data files to and from various formats as needed. Geocodes or links non-spatial data with existing spatial data where reliable and reasonable linkages exist. Participates in the specification, review, testing, and implementation of department software system upgrades and implementations; conducts analysis to determine changes in functionality between product versions and recommends necessary customizations; identifies issues or problems and works with functional and technical staff to recommend and implement solutions; develops and maintains training and documentation of system for end users. Required Minimum Qualifications / Transferrable Skills

A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position Experience coordinating, leading, and managing large and complex GIS projects, including GIS system and software upgrades Advanced experience with GIS and CAD software, tools and applications, concepts, principles, practices and techniques, including computer mapping and attribute data conversion, transfer, manipulation and analysis Experience coordinating project work and communicating project information and requirements with technical staff, contractors, vendors, end users, and other stakeholders Experience providing lead work direction to other technical staff, including work planning, organization, monitoring, and goal development Preferred Special Qualifications / Transferrable Skills

Experience configuring and managing an organizational Portal for ArcGIS Experience configuring and managing field data collection and processing with ArcGIS Field Maps Experience configuring and managing other ArcGIS applications such as Data Reviewer, StoryMaps, Dashboards, and Survey123 Experience mapping assets for a clean water or other utility Experience developing, analyzing, and documenting workflows, processes, and training materials for end users Work Schedule

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County. Benefits and Other Details
