Are you wanting a career where you can utilize your creative side? The Communications Content Creater coordinates and produces a broad range of communication materials from the conception to final product stage using primarily graphic design software, but also writing, photography and video as needed. Functions as project manager for communication projects, provides training to staff for developing materials. Assists in providing related public information and marketing of city services and programs.

Responsibilities
Uses electronic tools to design graphic materials, including a large variety of printed materials; prepares a variety of other communication materials, using electronic design and production tools, freehand and digital illustrations, photographs, charts, maps, and slides.
Consults with clients to establish project parameters and timelines; researches and analyzes the client’s communication goals, challenges, and audience requirements, then develops concepts and strategies accordingly; functions as visual design resource to program areas.
Researches effective visual outreach effects and methods; researches and advises clients as to graphic, written, or other media types, effective design styles, color, and materials for projects; and conceptualization and presentation options; researches program area elements to assist with the development of effective visual materials.
Writes and/or edits text as required for communications materials; effectively combines text with graphics.
Plans, organizes and produces high-quality art or written material for major documents, web sites, and information programs using research, design and writing skills, graphic techniques and other expertise, including photography and videography.
Researches cost for graphic and printing options, including detailed bid specifications and cost estimates for production and printing of materials; develops and monitors timelines; oversees the bidding process; selects vendor and/or contractor and negotiates price; oversees and reviews completed work with vendors and contractors.
Performs photography duties and videography duties if required by specific projects.
Prepares reports regarding communications programs and materials.
Serves on department teams and assists with establishing goals, budget and work plans for comprehensive projects involving the production of public information materials.
Actively supports and respects diversity in the workplace.
Performs other related duties as assigned.

Qualifications and Screening
When screening your application, the City will consider an equivalent combination of relevant education and experience which provides the applicant with the knowledge, skills, and abilities required to meet minimum qualifications for this position.
Typical Path to Qualifications
Experience: Four years of progressively responsible experience in design, writing, photography and other content creation skills.
Training: A two-year associate’s degree in graphic design or a related field, or equivalent experience.
License or Certificate: A valid Oregon driver’s license or the ability to obtain one by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder obtain a valid Oregon license within 30 days of becoming domiciled in the state.
Ideal Candidate Knowledge, Skills and Abilities
Principles and practices of graphic design and desktop publishing.
Principles of marketing and communications.
Graphics production and printing processes, such as pre-press technology; digital imaging; paper grades and inks; project proofing; production of marketing items; and complex layout, photography and photo manipulation.
Grammar, punctuation, writing and editing.
Social media image standards for various platforms.
Graphic hardware and software, and related computer programs and techniques, primarily Adobe Creative Suite.
Principles of project management.
Ability to analyze communications needs, interpret and develop ideas, and conceptualize and visualize outcomes to achieve desired results for graphic and public information projects.
Use a variety of graphic tools and equipment, including computer-aided design and pre-press hardware and software, to design and produce graphic and written materials, and camera-ready artwork.
Understand and consider communication goals and needs; gather relevant information.
Communicate clearly and concisely with employees, community members, local agencies, vendors and the media, verbally and in writing.
Bring a storytelling lens to visual communications strategies.
Embrace transparency as a guiding principle.
Organize, schedule and coordinate major communications projects; work within close and multiple deadlines, prioritize project tasks, and act as project leader.
Remain flexible and prepared to create any content needed to support the city’s mission.
Research effective tools for a variety of visual designs and written communication aspects.
Take photographs and shoot videography.
Work effectively in both a team environment and independently.
Keep current on technology of electronic design creation.
Selection Process
Applicants are screened based on relevant knowledge, abilities, skills, experience, and training. The selection process varies and may include supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, assessments, background investigations, records checks, psychological evaluations, physical examinations, and drug testing in accordance with state law. After posting closure, the process can take 4‑6 weeks to complete.
