Technology Analyst 2 (Human-Centered Design) - SP13NYC
Base pay range: $96,336.00/yr – $121,413.00/yr.
Description The New York State Office of Information Technology Services (ITS) provides operational support 24/7 for 4,900+ applications across 53 state agencies. Under the direction of an Information Technology Architect 2, the Technology Analyst 2 (Human‑Centered Design) will design and oversee the implementation of business systems and tools, establishing safe and ergonomically comfortable work settings. The role collaborates with business managers and IT professionals to translate business requirements into technical specifications, delivering products that meet user needs for comfort, accessibility, and function. The position may supervise a team of Technology Analyst 1 (Human‑Centered Design).
Responsibilities
Work planning, oversight, and technical problem solving while collaborating with other teams within business functions.
Support less‑experienced team members in interface design, development, and implementation.
Provide leadership for assigned organizational responsibilities, programs, and personnel, including team collaboration, work processes, infrastructure, and technical oversight.
Assess departmental needs to determine optimal utilization for interfaces.
Translate user research data into user flows, wireframes, mockups, and prototypes that lead to intuitive user experiences for system operators.
Oversee and monitor ongoing data exchange and interface operations.
Coordinate, test, and perform system and software upgrades to the interface engine(s).
Assist with producing thought‑leadership resources such as whitepapers and presentations.
Prepare, coordinate, and conduct predictive and empirical workload analysis as well as usability assessments.
Use industry‑standard design and prototyping tools to create wireframes, visual designs, and interactive prototypes.
Maintain current skills with industry trends and new developments to best support and advise customers.
Act as a team leader as needed and assist less experienced interface engineering staff.
Provide support and interact with data exchange partners (internally and externally).
Ensure requirements allocation and interface definition studies translate to customer‑focused HIS specifications, including functional analysis, timeline analysis, and detail trade studies.
Translate business and user requirements and goals into design solutions, presenting project execution plans and on‑time deliverable targets.
Perform full range of supervisory duties if required.
Minimum Qualifications
Six (6) years of information technology experience, two (2) of which must be within human‑centered design.
Associate’s degree with 15 semester hours in computer science (substitutes for 1 yr IT experience).
Bachelor’s degree with 15 semester hours in computer science (substitutes for 1 yr IT experience).
Bachelor’s degree with 15 semester hours in computer science (substitutes for 3 yrs IT experience).
Bachelor’s degree (any field) substitutes for 2 yrs IT experience.
Master’s degree or higher in computer science or related field substitutes for 1 yr IT experience.
Preferred Qualifications
Human‑centered design certification from recognized institutions or software providers.
Experience with web page design, graphical user interface, and user‑centered design.
Proficiency in design tools such as CSS, HMI, JavaScript, and HTML.
Experience with statistics, machine learning, and scripting.
Strong analytical skills for translating business processes into technical requirements.
Problem‑solving abilities to troubleshoot hardware, software, or networking issues.
Excellent communication skills for liaising with technical and non‑technical staff.
Leadership and project management skills to oversee implementation of new systems.
Attention to detail for monitoring system performance.
Knowledge of cybersecurity principles for system security.
Team‑player attitude and ability to collaborate on mockups.
Continual learning to keep up with latest IT trends and technologies.
Additional Requirements
Appointment and continued employment require New York State residency within six months of hiring.
Agency approvals are required before appointment is final.
Candidate must be authorized to accept permanent work in the United States; ITS does not hire F1 or H1 visa holders for permanent employment or sponsor temporary work authorization visas.
Some positions require fingerprinting, up to 25 % travel, and lifting up to 50 lbs.
Some positions are pending Civil Service approval; further detail will be provided upon interview.
