Description
The Outreach Services Manager is responsible for developing, implementing, and managing mobile library and community outreach initiatives throughout the Riverside County Library System service area.
The Outreach Services Manager will be actively out in the field, working alongside their employees to deliver programs, foster community relationships, and directly engage with the public. This hands-on approach ensures effective service delivery and strengthens team collaboration during outreach activities.
This position is under the supervision of the RCLS Executive Director/Vice President and is responsible for managing the Library Outreach Services staff (Library Connect).
Employment Status: Full-Time, Exempt (Salaried)
Hours per Week: 40
Travel Requirement: This position requires regular travel (up to 80%) to various library branches, community locations, and events.
Responsibilities
PRIMARY RESPONSIBILITES
Program Development
- Design, implement, and evaluate library programs and van routes that meet the needs of the community, including workshops, educational programs, and cultural events.
- Collaborate with library staff to create thematic programming that aligns with library goals.
Community Outreach
- Build and maintain partnerships with local schools, community organizations, and businesses to promote library services and programs.
- Conduct outreach activities to underserved populations to increase library usage and access.
- Work in the field with outreach staff to deliver programs and services directly to community members.
Marketing and Promotion
- Develop marketing materials and strategies to effectively promote library programs and services through various channels, including social media, newsletters, and community events.
- Represent the library at community events, fairs, and meetings to advocate for library resources.
Staff Training and Support
- Provide training and support to library staff on outreach initiatives and programming best practices.
- Develop/Uphold program standards and procedures to enhance the safety, accessibility, and efficiency of Library Connect services.
- Encourage staff involvement in program development and community engagement efforts.
Evaluation and Reporting
- Monitor and evaluate the effectiveness of outreach and programming efforts through surveys, feedback, and attendance metrics.
- Ensure the Library Connect fleet is well-maintained and coordinate vehicle servicing needs (included collection and van equipment maintenance).
- Prepare reports on program outcomes and community impact for library leadership.
- Prepare and manage the Program and Outreach budget.
Requirements
- MLIS/MLS preferred, comparable education and experience considered.
- 2-3 years management experience required.
- Proven track record of leading and managing people.
- Possess an understanding of the tools of library services including virtual programming, event management, educational partnerships, learning benchmarks, community initiatives, etc. along with high creativity and excellent planning skills.
- Proven ability to work as part of a team and the ability to motivate and engage others.
- Proven ability to evaluate trends and talent, analyze and document data, and prepare recommendations based upon information collected.
- Excellent writing and editing skills
- Exceptional interpersonal and communication skills and ability to work effectively with diverse teams.
- Ability to work effectively under pressure; excellent organizational skills, time management efficiency, and careful attention to detail.
- Experience and confidence with technology including social media, tablets, cameras, word processing, spreadsheets, PCs/Apple products, online programming resources, and more.
- A positive, optimistic, and supportive attitude is essential to the position.
- Regular, reliable attendance is required.
- Ability to travel up to 80% of the time to various library locations and community sites.
