Overview

Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Essential Duties

Transportation Specialist I: Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Assists with project design involving design calculations and sketches of plans, layouts and typical sections. Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature. Coordinates design work among TxDOT entities, consultants and contractors. Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects. Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations. Evaluates and analyzes design issues. Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. Reviews and oversees plan packages submitted by consultants. Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS). Trains and makes training-related recommendations to staff on new operations. Performs other job responsibilities as assigned. Transportation Specialist II: In addition to the above, essential duties include: Applicable laws, rules and regulations Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area Interpreting applicable information Performs other job responsibilities as assigned. Minimum Qualifications

Education : Transportation Specialist I-II:

Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Experience : Transportation Specialist I:

2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Transportation Specialist II:

4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Licenses and Certifications : Valid drivers license. This position requires driving a state vehicle. Mandatory: Safety Impact Certificate, issued upon employment. Competencies : Transportation Specialist I: Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Design and plan preparation methods and requirements Interactive graphic and design information systems Highway construction and maintenance Quality assurance and control processes and procedures Applying engineering principles, practices, and methods in job responsibilities Reading and interpreting applicable plans, schematics, blueprints and maps Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Using computers, applicable programs, applications, and systems Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Transportation Specialist I: In addition to the above: The Texas Manual on Uniform Traffic Control Devices Americans with Disabilities Act, modifications and requirements including accessibility standards Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks Maintaining effective working relationships with others Physical Requirements and Working Conditions

Subject to inside and outside environmental conditions Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour Subject to noise Required to wear protective gear-respirator, hard hat, or other device Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs Balancing-walking, standing, crouching on various surfaces without falling Walking-moving on foot to accomplish tasks: long distance/from one work site to another Talking-expressing or exchanging ideas by spoken words Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading Conditions of Employment
