Job Description

Cape Fox subsidiary, Cape Fox Federal Integrators (CFFI), is seeking a highly organized and motivated Technical Writer to join our team in support of a federal government client. This role requires strong interpersonal skills, attention to detail, and the ability to work under tight deadlines while producing high-quality system documentation. The Technical Writer supports the Department of Interior (DOI) Human Resources Systems Management Division (HRMSD) Full Life Cycle IT program by developing and maintaining technical, procedural, and user-facing documentation for the Division's enterprise Human Resources applications, workflows, and modernization initiatives. This position ensures all documentation accurately reflects system design, configuration, integration, and operational workflows within HRMSD's IT environment. This includes ServiceNow ITSM/SPM, MuleSoft Anypoint, Oracle 19c, RHEL 8, PHP 8.0, ColdFUsion 6.2 and other HRMSD-supported platforms.

The Technical Writer collaborates with system architects, developers, database administrators, and business analysts to produce materials that enhance knowledge transfer, training, and system adoption across the DOI's HR community. The salary range (or hiring range) for this exempt position is: $95,000 - $110,550

The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. Core Duties:

  • Develop, update, and maintain detailed system and business process workflows that reflect current HRMSD operations, application configurations, and data flows.
  • Create and maintain comprehensive user guides, standard operating procedures (SOPs), and training materials that ensure clarity and usability for HRMSD staff and end users.
  • Draft, edit, and publish technical documentation for IT teams and developers, including API integration guides, schema diagrams, data dictionaries, and interface control documents (ICDs).
  • Produce release notes for each version of HRMSD-supported applications, detailing functional changes, defect resolutions, and new feature deployments in accordance with Agile sprint cycles.
  • Develop quick-start guides, onboarding tutorials, and multimedia-based training materials for end users and administrators.
  • Ensure all documentation adheres to DOI and Federal standards for accessibility (Section 508 compliance), version control, and content management.
  • Collaborate with system engineers and developers during Agile sprint planning and retrospectives to update documentation in tandem with configuration or code changes.
  • Convert and migrate legacy documentation into modern digital formats (PDF, HTML, ServiceNow Knowledge Base) and store them within the centralized HRMSD documentation repository.
  • Support HRMSD Configuration Control Boards (CCBs) by ensuring all baselined documents and CDRLs are properly formatted, versioned, and archived in accordance with program governance.
  • Conduct peer reviews and maintain document consistency across multiple authors and system domains.

Job Requirements
  • 4 - 7 years of experience
  • Bachelor's degree in relevant field
  • Demonstrated experience creating documentation for enterprise IT systems, preferably within federal HR or financial systems
  • Familiarity with Agile/SAFe documentation practices and ability to document evolving system requirements within short sprint cycles
  • Knowledge of ServiceNow, MuleSoft, Oracle, and ColdFusion environments sufficient to interpret technical information and translate it into clear instructional material
  • Proficiency with Microsoft Office 365, Adobe Acrobat Pro, Visio, and technical authoring tools (e.g., Confluence, SnagIt, MadCap Flare, or RoboHelp)
  • Strong grasp of information architecture, including metatdata tagging, table of contents design, and indexing for rapid retrieval
  • Excellent writing and editing skills with the ability to adapt content for both technical and non-technical audiences
  • Working knowledge of FISMA Moderate, NIST 800-53, and Section 508 documentation standards
  • Highly Desired Qualifications
    • Bachelor's Degree in Technical Communication, Information Systems, or a related field
    • Minimum of 5 years of experience supporting documentation within a federal IT modernization or HR systems environment
    • Experience with API documentation, data modeling, or system integration diagrams using modern documentation platforms (Swagger, Draw.io)
    • Experience supporting projects in compliance with ISO 9001:2015 or CMMI quality frameworks
    • Exposure to cloud or hybrid IT environments and associated documentation controls
  • Public Trust (Tier 1) or higher
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
