About the Position
Plans, organizes and directs strategic communications, marketing, and outreach supporting the community college system. Plans, develops strategies, manages, and advocates for the District with internal and external relations, media relations, community outreach, and the marketing of services. Serves the President as the top public information and media communications professional and advisor.

Distinguishing Career Features
The Director, Public Relations and Marketing, is responsible for directing, coordinating, facilitating, and accomplishing the College's community relations and public information goals and strategies. The Director is also responsible for integrating outreach and communications efforts to reach the public, other government agencies, and the media. The Director requires considerable skill at and considerable experience at mobilizing and managing campus-wide efforts to support and advocate specific strategic initiatives in alignment with District-level directives.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Plans, organizes, and directs the work of the Public Information and Marketing department, directing, and coordinating services that keeps staff and the community engaged, proactively addresses public affairs and information, and aggressively markets the College (and the District) to prospective and current students and alumni.
2. Plans, develops, coordinates and implements programs of marketing, student recruitment, and marketing/media relations serving both internal and external audiences of the College.
3. Facilitates and creates the College's image and 'branding' as well a social media presence via mobile, PDA, and computer, with the community and its potential students, sponsors, and donors. Facilitates outreach programs to ensure presence at college and community events, conferences, schools, and general meetings.
4. Advises the President and other administrators on issues related to communications (e.g., internal communications, media relations, constituency correspondence) by producing, writing, and editing materials, advising on media relations, and preparing other information for public consumption.
5. Assists and advises in communications on sensitive public issues in order to appropriately position the College with the media and general public.
6. Directs the College's media relations activities, including personal contact with media, preparation of press releases and other written communications, and providing appropriate responses to media inquiries.
7. Directs, prepares, and reviews press releases, public service announcements, photographs and other media materials on a regular basis that interpret the College to its internal and external publics.
8. Coordinates information gathering from the divisions, departments, units, offices and individuals of the college for use in preparation of news releases. This includes working with the athletic department to enhance sports coverage.
9. Develops, reviews, edits and directs production of a wide variety of communications and informational resources and materials, including fact sheets, brochures, articles, reports, news releases, advertising, and live and taped broadcasting via television and web sites.
10. Develops and implements campaigns and strategies to enhance visibility with enrollment of students, including those with special needs. Seeks out publicity to enhance the recruitment of students and business clients who may use College resources.
11. May direct the process for and development of College catalogs and related technical and promotional materials. In that capacity, manages compilation of course offerings and general information into formats and layouts suitable for public distribution and access.
12. Performs other related duties as assigned that support the objective of the position.
13. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

  1. The position requires professional knowledge of the principles, practices and techniques of public information, public relations and community outreach programs.
  2. Requires considerable specialization in marketing communications and public information.
  3. Requires considerable knowledge of media relations.
  4. Requires considerable knowledge of methods used for student recruitment and retention.
  5. Requires knowledge of the principles and practices of promoting higher education, including fee-based services.
  6. Requires knowledge of departmental and project budgeting techniques and financial management.
  7. Requires working knowledge of the principles of management and supervision, including performance measurement.
  8. Requires skill at using a computer and peripheral office equipment for personal use and presentations.
  9. This includes software applications for spreadsheets, word processing, database management, and specialized packages/applications.
  10. Requires advanced written and oral language and human relations skills to influence internal and external customers, make formal presentations, conduct training, and to manage the performance of others.
  11. Requires sufficient math skills to perform business financial calculations and statistical analysis.
  12. Requires advanced human relations skill to adapt to diverse personalities and styles, establish harmony and cooperation with work teams inside and outside the District, facilitate group discussions, make formal presentations, apply strategy in discussions, and carry out complex negotiations.

  9. Requires the ability to work flexible hours as the job requires, including evenings and weekends.
Physical Abilities
  1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience

The position typically requires a Master's degree in Business, Communication or Journalism public policy, or related discipline. Bachelor's degree and eight years of experience may be accepted. Communications, Marketing, Public Relations, Advertising and Social Media are preferred fields of experience. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

This is a full-time, classified administrator position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-9)

Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment. We know that the health of our employees and their families is a priority. That's why we offer extensive health care benefits to benefits-eligible employees. We offer the District's Anthem Blue Cross PPO plan as well as three HMO's, Blue Shield Access Plus, Blue Shield TRIO, and Kaiser Permanente. We also provide District-paid dental and vision insurance.
Benefits are available to regular permanent employees working 20 or more hours per week. Benefits are not available to employees working less than 20 hours per week, temporary, hourly, or other short-term employees.
District-paid Life Insurance

The District provides Life and Accidental Death & Dismemberment insurance benefits, underwritten by VOYA. This district-paid benefit is equal to one time your annual salary and remains in effect until age 70. At age 70, your benefit is reduced to half.
District-paid Disability Benefits

Coast Community College District provides both a short-term disability benefit and long-term disability benefit to employees working 20 or more hours per week who are unable to work because of disability due to illness, injury, or maternity.
Voluntary Plans

A variety of voluntary plans are offered through the Coast Community College District to benefits-eligible employees such as Health and Dependent Care Flexible Spending Accounts, MetLife (Hyatt) Legal Plan, and other Section 125 compliant insurance plans.

Sabbatical Leaves

Faculty members are encouraged to pursue professional growth leading to the development of increased competence and the improvement of instruction and/or redirection in their current teaching discipline. The District's sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.
Academic Senate

The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.
Time to Refuel

Vacation - Classified employees earn vacation days commensurate with years of service. Confidential, Educational Administrators, and Classified Managers earn 22 days of vacation each fiscal year. Accrued vacation is prorated for all employee categories working less than full-time.
Sick Leave - All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your CalPERS or CalSTRS retirement pension benefit.
Holidays - The Coast Community College District observes 22 paid holidays per year.
Jury Duty, Bereavement, Military Leave - Coast Community College District grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.
Great Expectations

Pension Plans - The Coast Community College District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in the Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Medical Benefits After Retirement - It is the policy of the Coast Community College District that contract employees, who retire from the District at age 60 or older and with fifteen or more years of service, be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement plan is available to retirees and their spouses after age 70.
Annuities - The Coast Community College District maintains a program whereby qualified employees may request through Payroll to have a portion of their salary deposited to a 403b tax-sheltered annuity plan or an approved 457 deferred compensation plan.
Schools First Federal Credit Union - The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
