Insider Threat Program Communications Specialist- Mid to Senior
POSITION SUMMARY
This position supports the organization's communications and training efforts, including digital marketing content creation and design for monthly campaigns, programmatic outreach, messaging to the broader workforce, and development of graphics and visual materials. The Communications Specialist assists in the development of written documents, graphic presentations, videos, newsletters, and other marketing materials. The contractor provides support to the program manager and/or communications lead and team by assisting in the implementation of communications programs, both internal and external, that effectively describes and promotes the organization and its capabilities.
RELATIONSHIPS The Communications Specialist will receive direct government oversight, assignments, and directions from the Office Director, Insider Threat Program, through an assigned team leader.
DUTIES & RESPONSIBILITIES
Creates and manages production of marketing material to include internal communications blasts, internal newsletter, and development of an editorial calendar to be produced in coordination with other contributors as necessary with ghost writing, editing, design, and distribution
Formulates the execution of the organization's communications strategy while developing and implementing monthly campaigns to support the overall strategy
Recommends content for social media campaigns and website to support external relations activities
Develops graphics and visual elements for Intranet website, marketing material, and presentations
Develops content for distribution through various Department-level social media channels
Writes and edits social media posts
Creates PowerPoint presentations for senior leadership to include messages, citations, graphics, and talking points
Supports development of staff presentations with interactive webinar features for key stakeholders
Collaborates with program manager to plan and execute outreach briefings to deepen relationships with key stakeholders
Coordinates with external partners, specifically the National Insider Threat Task Force (NITTF), on deterrence marketing matters
Develop relationships with public affairs officers to support the organization's visibility activities
Conducts outreach to internal and external organizations to secure speaking engagements for program director and training staff
Supports strategic planning and event management as necessary
Travels domestically and overseas as required in support of program overviews and briefings
Performs other duties as assigned
PROFESSIONAL QUALIFICATION & SKILLS
Citizenship
S. Citizenship required
Education
Bachelor's degree
Preferred: Communications or Marketing
Preferred: Master's degree in Communications
Experience
Five (5) to Seven (7) years of experience
Preferred: Technical training and/or curriculum development
Preferred: Department of State experience
Preferred: Certification Insider Threat Fundamentals
Experience with strategic communications, including the successful implementation of an organization-wide communications strategy
Experience in writing on behalf of executive-level leaders, including identifying and researching potential message topics, drafting messages, and working closely with leaders to refine the message prior to publication
Experience interacting and working with senior leadership
Knowledge of WordPress and Joomla content management systems
Ability to work independently and efficiently under minimal supervision or oversight
Ability to manage multiple efforts at once, including tactical or day-to-day and strategic or long- term
Demonstration of initiative and drive needed to inject oneself into friction points to help bring solutions to complex problems
Excellent oral and written communication skills and an ability to interface with program personnel at all levels
Preferred
Ability to multitask in a fast-paced team environment while seeking input from others
Excellent organizational skills and attention to detail
Proficiency in creating and editing images,
Proficiency in Microsoft applications, including Word, PowerPoint, and Excel
CLEARANCE REQUIREMENT Position will be subject to a U.S. Government Security Investigation. Incumbent must possess or obtain/maintain minimum a TOP SECRET clearance with ability to obtain special access requirements (SCI).
PLACE OF PERFORMACE Primarily, the work will take place at a designated Department of State Location in the National Capital Region.
