Position Description
This is an exciting and unique opportunity, not only to join a progressive and mission-based organization, but also to become involved in the redevelopment of the Mildred Hailey Apartments located in the vibrant and thriving Jamaica Plain area of Boston. Currently, construction is nearing completion of the first two buildings, totaling 223 new apartment homes, a 6,800 square foot community center, a business tech center, and a 274-space underground parking garage. When all phases are completed there will be 673 new apartment homes for new and returning residents.
Reporting
Under the direction of the Portfolio Operations Manager, the Senior Community Manager is responsible for the daily operations of multiple communities, emphasizing financial objectives, physical condition, curb appeal, and internal/external customer service.
Essential Functions
- Development and achievement of the operating budgets. Conduct a monthly variance review of operating statements with Assistant Community Manager(s) and Service Manager(s) to develop and implement steps to improve performance.
- Recruiting, selecting, training, coaching, managing, and motivating team members. Provide timely and consistent feedback regarding performance.
- Lead, motivate, and direct site teams and provide ongoing training and mentoring for day‑to‑day operations and compliance with standard operating policies.
- Ensure site teams’ time is tracked in ADP and approved bi‑weekly; accurate overtime tracking and minimization.
- Perform written and verbal performance evaluations for all team members and provide recommendations for compensation or promotions.
- Accurate and timely entry of all revenue transactions and rent collection in accordance with policy and procedures to maximize income.
- Invoice review, coding, and approval of goods and services within budget and TCB authority levels. Obtain supervisor approval for any purchase not included in the budget.
- Petty cash management and oversight.
- Comprehend and review monthly property financial reports; report significant variances orally and in writing, and work with property accountant to create and review necessary accruals.
- Meet budgeted revenue and operating expense targets and ensure monthly anticipated cash flow.
- Legal proceeding for non‑rent payment: notice to quit, housing court cases in conjunction with TCB's attorney, follow‑up on court rulings, evictions.
- Monthly bad debt submission and timely resident collections to the collection agency per SOP.
- Apply for and implement annual rent increases to optimize income.
- Monitor lease expirations, initiate and complete re‑certifications and lease renewals within 30 days of expiration.
- Leasing of units in compliance with approved Tenant Selection and Fair Housing Marketing Plans to maintain occupancy at 97% or above.
- Update and maintain market comp analysis, providing pricing and leasing tactics as needed.
- Compliance with Fair Housing Marketing Plan, Regulatory Agreement, Funding Program Requirements, and federal/state/local requirements.
- Oversight of property upkeep: regular inspection, curb appeal, annual apartment inspection, janitorial duties, safety, and preventive maintenance.
- Meet or exceed all HQS and REAC standards; minimum score of 80.
- Review schedule of long‑term and short‑term physical needs; understand physical plan for the property.
- Remain current on applicable affordable programs and policy updates.
- Follow LEP and LAP plans and an energy conservation plan.
- Monitor work order system; ensure completion according to priority response levels and follow‑up on service requests.
- Report incident, insurance loss, or other risk management events.
- Submit quarterly reserve draw requests for operating or replacement reserves.
- Maintain onsite resident and vendor files; ensure compliance with TCB, agency, and regulatory standards.
- Clerical responsibilities: typing, filing, answering telephone, greeting visitors, ordering supplies and equipment, distribution of notices, letters, and newsletters.
- Follow up on violations of building rules or occupancy agreements, scheduling conferences and court appearances when needed.
- Cooperate with resident associations; provide community activities and support.
- Work closely with Community Life Initiatives to meet resident needs.
- Other duties as assigned.
Additional Responsibilities
- Corporate Committees as opportunities arise.
- Attend trainings, seminars, and conferences as needed.
- Availability for emergencies and resident functions, including occasional nights and/or weekends.
Knowledge, Skills and Abilities
- Strong Microsoft Word, Excel, Outlook, and Yardi or other industry software experience.
- Excellent verbal and written communication skills.
- Knowledge of Federal Fair Housing Laws, guidelines, regulatory programs and policies.
- “Excellent Customer Service” skills.
- Bilingual a plus.
- Excellent leadership skills.
Physical Demands & Work Environment
- Move around building or site and access file cabinets and equipment.
- May require travel dependent on business needs.
- Meet deadlines and manage time effectively.
- Ability to lift up to 50 pounds as needed.
Education & Experience
- College degree and/or 3+ years of experience in Property Management, Hotel, Hospitality or Retail.
- Industry designations (COS, LIHTC, ARM®, CPM®, CPMC®, etc.) required and/or ability to achieve certification within 6 months of hiring to meet any specific site/area needs.
- Minimum team supervision experience of at least 3 people (hiring, performance management, training).
