Senior Project Manager - NATO Communication and Information Agency

The NATO Communications and Information Agency (NCIA) delivers secure, coherent, cost-effective and interoperable communications and information systems in support of NATO operations, missions, and business processes.
About the Role As experienced Senior Project Manager, you will play a key role in the planning, execution, and delivery of major IT and digital transformation projects across the Agency. You will manage complex initiatives from concept to completion — ensuring that NATO’s strategic objectives are met through high-quality, timely, and cost-effective project delivery.
You will be responsible for:
Planning, implementing, and managing assigned projects in accordance with NATO regulations and NCIA project management frameworks.
Developing procurement strategies, benefit and risk analyses, and business cases to secure sponsor acceptance and funding.
Ensuring quality assurance functions are effectively executed for successful capability delivery.
Understanding client requirements, performing analysis, and driving problem resolution.Delivering projects within defined Time, Cost, and Quality tolerances.
Identifying, planning, and allocating resources to meet milestones; initiating corrective action where necessary.
Supervising and mentoring project team members, both directly and in matrix structures.
Maintaining realistic project plans and ensuring regular, accurate communications with stakeholders.
Supporting other teams in project management-related activities and technical support as required.
Required Qualifications and Experience
A Bachelor’s degree from a nationally recognised/certified university in a relevant discipline, plus 6 years of post-related experience.
Recognised Project Management certification, such as PRINCE2 Practitioner or Project Management Professional (PMP). Note: Lack of formal qualifications may be compensated by demonstrated expertise and experience.
Extensive recent experience (minimum 5 years) managing large-scale IT/CIS/defence projects involving significant investment.
Experience in digital transformation initiatives, particularly within the public sector or international organizations.
Strong knowledge of modern methodologies and technologies, such as Agile, change management, business process modelling, cloud computing, data science, and cybersecurity.
Proven leadership and communication skills, with demonstrated success managing project teams (in NCIA or NATO environments is a plus)
ITIL Foundation Level certification.
Hands-on experience with Project Management tools and automation (e.g., ServiceNow, ERP systems, collaboration platforms).
Familiarity with Portfolio and Programme Management frameworks (e.g., MoP, MSP) is an asset.
Experience working in international and multicultural environments with military and/or civilian personnel.
