Responsibilities Under general supervision, the selected candidate will be responsible for a variety of tasks including but are not limited to installation, upgrade, configuration, maintenance, and administration of NYCT’s telecommunications network and transmission systems. Maintenance typically includes but is not limited to fault identification, analysis, and resolution. Network technologies and equipment include asynchronous fiber optics, TDM, SONET, ATM, DWDM, and COE. Ethernet and IP services, and DC Power plants with battery support. The selected candidate may be required to configure and maintain network transmission equipment, liaise with various support and material vendors, contractors, in‑house maintenance groups, C&D, various Engineering groups, and provide technical support, and training to other NYCT staff as necessary, manage projects, review bulletins, procedures, drawings, contract specifications and oversee the implementation and turn‑up of communications systems.
Education and Experience Telecommunications Associate I – IV (Data)
A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in data telecommunications/networking or in a scientific, technical, electronic or related area and one year of satisfactory full‑time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely related electronics planning, electronics management, and/or electronics service environment; or
An associate degree from an accredited college or university, including or supplemented by 12 semester credits in data telecommunications/networking or in a scientific, technical, electronic, or related area and two years of experience described above; or
A four‑year high school diploma or its educational equivalent and three years of experience described above; or
A satisfactory combination of education and/or experience equivalent to the above qualifications. College education not used for meeting the minimum requirements above may be substituted for experience on the basis of six months of experience described above for 30 semester credits of college education, including or supplemented by 6 semester credits in data telecommunications/networking or in a scientific, technical, electronic or related area for a maximum of two years of experience. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and at least one year of experience described above.
Special Note—Additional Requirements For Assignment Level IV
After meeting the minimum requirements, at least two additional years of full‑time experience as follows: (1) As a Telecommunications Associate (Data) – Assignment Levels I, II, and III working for the City of New York; or (2) Performing analytical, planning, operational, technical, and/or administrative duties in a data telecommunications, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.
Telecommunications Specialist I – III (Data)
A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in data telecommunications/networking or in a pertinent scientific, technical, electronic or related area and three years of satisfactory full‑time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely related electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity; or

Desired Skills
Proficient in fiber optic transmission networks, equipment connectivity and technology (e.g., FIBER, TDM, ATM, SONET, DWDM, COE).
Experience utilizing various test equipment and network analyzers to perform diagnostics required to measure equipment functionalities and network performance (e.g., OTDR, T‑BERT, EXFO, Anritsu).
Knowledge of Ethernet and IP technologies, including switching and routing, as well as network monitoring, fault identification, troubleshooting, and resolution.
Familiarity with various telecommunication signaling protocols and topologies, such as SONET BLSR & UPSR, ATM PNNI & UNI, and IP Routing OSPF.
Knowledge of DC power plant and equipment; Fujitsu and/or Cisco technologies, Seabridge (NSN), Marconi (Ericsson) or Cisco switching, L2/3 switching/routing technologies.
Experience with Network/Element Management Systems such as HP NNMi, SolarWinds, NMA, Remedy Ticketing, Unix/Linux Server technologies, Database management systems.
Experience working in a NOC environment.
Network Certifications like CCNA/CCNP/CCIE and Network Automation are a plus.
Familiar with communication network protocols such as ATM, COE, Ethernet, ARP, DHCP, DNS, TCP/IP, OSPF, BGP, SNMP.
Strong written, verbal, and interpersonal skills, and proficiency in MS Office Suite.
