Introduction
THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER.
The City of Oceanside is currently accepting applications for two (2) hourly extra-help Library Associate II positions with the Oceanside Public Library, to provide excellent and friendly customer service to all ages at various locations, including the Mission Branch Library, Civic Center Library, and Landes Community Center Library, and outreach sites. Candidates must be able to work some evening and weekend shifts.
Employees within this class are distinguished from the Library Associate I by the performance of the full range of duties as assigned, including assignments that require a working knowledge of the City's library services, and the ability to drive Library vehicles.
This position is an hourly, extra-help position which does not include medical benefits and will not exceed 999 hours per fiscal year.

Examples of Duties
Examples of duties performed by employees in this class may not include all required duties, nor are all listed tasks necessarily performed by everyone in this class.
Shelves library materials; checks arrangement of materials on shelves and maintains correct order; places materials in order on book trucks; clears tables and shelves; checks in returned materials and sorts for re-shelving; retrieves materials from book drops; locates items on shelves; assists customers with self-checkout and self-payment of library fees for services; assists with opening and closing procedures of areas, centers or buildings; performs basic processing of materials; assists with more advanced materials processing and collection management tasks; provides setup of and support for displays and events; directly assists with library programming; assists with outreach efforts; supports work with library volunteers; provides general library assistance to customers; provides basic reference and readers' advisory assistance; applies policies and procedures; assists customers with computer use, photocopies, fax service and other equipment and functions; assists customers in use of technology and the Internet; reports or troubleshoots equipment problems as instructed; performs other related duties as assigned.

Minimum Qualifications
Knowledge of:
  • Alphabetical and numerical filing.
  • Basic office procedures and practices.
  • Basic approaches to accomplishing Library or related tasks using software applications, coding or other computer skills, as well as integrated library systems.
  • Library organization, principles, materials, practices, and common library terminology.
  • Principles and practices used in the technical processing of materials in various formats.
Ability to:
  • Follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Provide a high level of customer service in an often fast-paced, high-demand environment.
  • Maintain effective relationships with co-workers.
  • Implement general library policies and procedures with the general public and staff and resolve common customer issues with these policies.
  • Deal tactfully and efficiently with the public, exercising independent judgment.
  • Apply software, automation, or related skills to internal or external customer service.
  • Work independently and efficiently with attention to detail and organization.
Experience and Training

Experience: Six (6) months public contact or customer service experience, including part-time or volunteer work, preferably in a public library, is highly desirable.
Training: Equivalent to the completion of twelfth grade.
Additional education such as formal postsecondary courses, a professional certificate or degree is highly desirable.
Bilingual (English/Spanish) ability is highly desirable.
License/Certificate: A current, valid, California driver's license with a satisfactory driving record.

Working Conditions and Selection Process
Environmental Conditions: Library environment with extensive public contact.

Physical Conditions: Essential functions may require: maintaining physical condition necessary for sitting or standing for prolonged periods of time, walking, climbing (including stepstools, stairs without handrails, and ladders), bending, and twisting, exercising full range of motion of the arms, hands, wrists and fingers, repeated pulling, grasping, carrying and pushing onto shelves of books and other items, and pushing/pulling of book carts loaded with materials, lifting (up to 50 lbs.), stooping, crouching, kneeling and stretching; speaking and hearing to exchange information; visual acuity to read small print, computer screens, and other printed documents; headset or ear bud use for internal radio communications; and operating a vehicle.

Special Conditions: This position requires variable working hours and the availability to work Saturdays, Sundays and evenings at any location where library services may be provided, including mobile libraries or outdoors.
Changes to Accrued Paid Sick Leave

for Hourly Extra Help & Part-Time Employees

Effective January 1, 2024
Senate Bill (SB) 616 went into effect January 1, 2024 as an amendment to SB 1522. The new bill increases the number of sick leave hours accrued and sick leave hours able to be used by Hourly Extra Help and Part-Time employees in a calendar year. It will not apply to retired annuitants. The law states that, unless exempt, the part- time employee is entitled to receive the minimum requirements for paid sick leave. The City of Oceanside will ensure that part-time employees will accrue paid sick leave pursuant to the minimum requirements stated in the California Labor Code §245 et seq. which provides that an employee:

a. May accrue 1 hour paid sick leave for every 30 hours worked up to 80 hours per year;

b. May request and use up to 5 days or 40 hours of accrued paid sick leave per year;

c. May not be terminated or retaliated against for using or requesting the use of accrued paid sick

leave; and

d. Has the right to file a complaint against an employer who retaliates or discriminates against an

employee for

1. requesting or using accrued sick days;

2. attempting to exercise the right to use accrued paid sick days;

3. filing a complaint or alleging a violation of Article 1.5 section 245 et seq. of the

California Labor Code;

4. cooperating in an investigation or prosecution of an alleged violation of this Article

or opposing any policy or practice or act that is prohibited by Article 1.5 section 245 et seq. of the California Labor Code.
Sick leave accruals for Hourly Extra Help and Part-Time employees cannot be used in the first 90 days of employment for newly hired employees. If unused, up to 40 hours can roll into the next calendar year in the Pay Period containing January 1. A maximum of 80 hours can be retained annually after roll over, however only 40 hours can be used per year. The employer is not required to pay out accrued, unused paid sick days at the time of termination. If the employee is rehired within one year, previously accrued and unused paid sick days shall be reinstated.

Sick pay codes have been developed to use hourly sick leave:

- Code 24 - Sick HX Self

- Code 25 - Sick HX Family

- Code 26 - FMLA Sick HX Self

- Code 27 - FMLA Sick HX Family

Reports have been developed to help managers and supervisors in tracking leave usage. Employees will have access to view balances anytime in Oracle Time Entry. Balances will be updated each pay period and can be viewed on the electronic wage statement.
