Education and Experience:

High School Diploma, GED, or higher, and four (4) years of paraprofessional experience in a customer service, public safety, public works, law enforcement support, dispatching, or security support role, with at least two (2) years in a lead or supervisory capacity.

Licenses and Certifications:

Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

General Purpose Under direction, supervise the coordination of assigned specialized public transportation and assist in airport security operations.

Typical Duties

Plan, organize, and control airport ground transportation services, including shuttle buses and parking, communications and dispatch, and security systems. Establish work priorities, assign tasks, and monitor work progress. Prepare daily and periodic reports. Monitor budget expenditures and requisition supplies and materials. Monitor airport operations and perform periodic or random inspections and perimeter checks to ensure compliance with safety and security requirements set forth by FAA regulations. Provide security training to airport employees. Oversee and monitor electronic security systems, including CCTV and automated access control systems. Oversee and troubleshoot airport computer-based information systems, identify system enhancements and coordinate changes or revisions with programmers, maintain system security, assign security access to new employees, and perform periodic system back‑ups. Interact with federal, state, and local law enforcement officers, airport station managers, airline employees, public officials, contractors, other departments, and the public to provide accurate information in response to inquiries and resolve problems and complaints, including those of individuals who may be irate. Provide emergency response and notification, and assistance to the Airport Operations Officer as per Part 139, and City ordinances, Titles 14 and 6. Implements and ensures compliance with federal requirements pursuant to 49 CFR Part 1542 – Airport Security. Responsible for training, scheduling, managing, and inspecting aviation worker screening operations in compliance with TSA National Amendments.

Plan, organize, and control mass transit demand response transportation services, communications, dispatch, and schedule preparation. Establish work priorities, assign tasks, and monitor work progress to ensure adequate shift coverage. Prepare daily and periodic reports. Monitor budget expenditures and requisition supplies and materials. Oversee communication systems, radio frequencies, and software programs to ensure proper functioning and input of data into the system. Direct dispatching activities to ensure courteous and tactful answering of telephones, responding to inquiries, taking messages, explaining rules, regulations, policies, and procedures to the public, and timely dispatching of coach operators to pick up and drop off disabled passengers at specified locations. Direct design of daily Para‑transit coach routes, and develop coach operator work assignments and sign‑up lists in accordance with departmental service standards and policies based on analysis of such typical factors as mileage, running times, traffic speed, road conditions, coach load capabilities, passenger counts, and recurring boarding patterns, and approve changes to accommodate unanticipated requests for service and detours required. Direct coach operators in route to ensure passenger satisfaction, timeliness, efficiency, and safety of service, and compliance with FTA and ADA regulations, and other applicable motor carrier requirements. Arrange for on‑field investigation of accidents and personal injuries, responses to passenger complaints, including those of individuals who may be irate, and completion of necessary reports. Inspect the interior and exterior of coaches and equipment to ensure functionality, and for general appearance and cleanliness.

Supervise assigned staff. Assign, schedule, and monitor work. Appraise employee performance. Provide for training and development. Interview applicants. Recommend hiring, discipline, termination, or other employee status changes subject to management approval. Enforce personnel rules and regulations, work behavior, and safe work standards firmly and impartially. Approve leave requests and document absences.

Perform related duties as required. Perform duties of immediate supervisor or subordinate personnel as necessary to ensure continuity of operations during absences.
