Eureka Multifamily Group is currently seeking a Property Manager for an Affordable Property. The Property Manager must have extensive knowledge with Affordable Housing, HUD, Project Based Section 8 and Tax Credit. They will also require in depth knowledge of OneSite/Real Page Leasing and Rents. They must have COS and TCS certifications or be willing to get them within 6 weeks of starting in the role. As the Property Manager you will be responsible for managing the daily operations and achieving the financial goals of the property. The Affordable Property Manager oversees personnel, working wait list and leasing, collections, resident retention and customer service, community maintenance, contracted services, administration and reporting, community safety and legal compliance with budgeted parameters. The Affordable Property Manager reports directly to the Regional Property Manager. The Affordable Property Manager directly supervises the Maintenance Supervisor, Assistant Manager and Leasing staff and oversees the maintenance staff. Maintain professionalism and effective communication with subordinates, coworkers, superiors, and property owners. Essential Job Functions

COMPLIANCE & PROPERTY MANAGEMENT: Ensure that property records are accurately maintained (lease and general files) with secure storage; complete required reports in a timely manner; inspect property for maintenance and curb appeal; supervise outside contractors; manage petty cash within authorized limits; process purchase orders; ensure apartments are cleaned and prepared after move-outs; review prior year HUD governance deficiencies and address them; lease to households meeting income restrictions and applicable HUD guidelines; ensure all application paperwork complies with project requirements and that files are signed; review and update Unit Status Report; oversee lease and renewal practices per HUD/CA/TC guidelines including certification and verification, annual recertifications and notifications; manage LURA fractions and set asides for Tax Credit properties; perform and document supportive services per LURA; assist with social services planning with the Social Service Provider; support audit preparations and on-site compliance; handle notices, legal filings and evictions per HUD/TC/ADHP/HOME/Bond regulations; oversee voucher transmission for subsidy where applicable; maintain resident files per guidelines; oversee REAC/UPCS inspections and corrective actions; maintain waiting and transfer lists; prepare for management reviews when assigned. FINANCIAL: Forecast fiscal year needs, develop and obtain approval for budgets, implement budget controls, review purchases and POs, monitor monthly income/expenses and variances, collect rents and manage delinquencies, initiate evictions as needed, maintain rent-related records, process daily bank deposits, collect security deposits, and apply escalations or other charges as per lease. PERSONNEL: Recruit and hire staff; ensure training compliance and policy adherence; clarify expectations and goals; evaluate performance; provide feedback; recognize and correct performance; foster cooperation across departments; develop staff for upward mobility; manage timesheets and payroll processes. ADMINISTRATIVE: Ensure lease files are complete and compliant with program requirements; attend corporate meetings; maintain quarterly management activity records; submit required reports to VP; update Capital Project reports monthly. RESIDENT RELATIONS: Ensure resident satisfaction and renewals; anticipate resident needs; perform property inspections; assist new residents with move-in procedures; ensure a clean, safe, and well-maintained home; conduct quarterly unit inspections to address REAC/UPCS deficiencies; coordinate with Social Service Provider to administer supportive services. MAINTENANCE: Maintain and respond to work orders within 24 hours; ensure properties meet EMG standards; perform regular property walks; review preventive maintenance and capital reports with Maintenance Supervisor; address resident maintenance concerns to avoid Fair Housing issues; correct deficiencies to reinstate subsidy or address findings. MARKETING/LEASING: Achieve occupancy targets; market the property and generate qualified traffic; lease or assist with leasing to prospective residents; negotiate new leases and renewals; comply with affirmative marketing standards and maintain AFHMP Binder; manage applications within Tenant Selection Plan; maintain wait list per guidelines as applicable. SAFETY: Report liability and property incidents to Regional Property Manager; comply with safety guidelines. Knowledge, Skills, and Abilities

Strong knowledge of HUD policies and Project Based Section 8 rules for Project-Based Affordable Housing; strong knowledge of Tax Credit/AHDP/HOME/Bond policies for related properties. Thorough and current knowledge of the most recent version of the 4350; knowledge of HUD Secure Systems (TRACS, IMAX, EIV) on HUD properties. Excellent customer service and ability to build rapport with residents, staff, HUD administrator/State Monitoring Agency. Take-charge personality with ability to handle multiple priorities and meet deadlines with minimal supervision; work well under pressure. Excellent communication skills to liaise with county officials and between community and local government; detail-oriented and capable of composing letters and memos; strong organizational skills with computer and administrative experience; ability to comply with policies and procedures; bookkeeping experience; experience in general and affirmative marketing. Education, Experience & Certifications

At least 2 years of affordable housing property management experience with supervision responsibilities and experience administering HUD/TC/AHDP/HOME/Bond programs. COS certification is preferred on a HUD-governed property. Certification as a resident manager. Ability to supervise a staff of 2 or more. Associate's Degree or higher from an accredited college or university. Minimum 1 year supervisory experience. Minimum 1 year of property management experience or equivalent combination of education and experience. Bilingual is a plus for this location. Physical Demands & Working Conditions

The role requires standing, walking, sitting, handling objects, reaching, climbing stairs, balancing, stooping, kneeling, crouching, crawling, talking and hearing. The employee may lift up to 25 pounds. Vision requirements include various sight types. The role is primarily in a temperature-controlled indoor environment with occasional outdoor exposure. The noise level is low to moderate.
