Senior Communications and Organizational Strategy Analyst (Operations & Policy Analyst 4) Job Summary:

Office of Behavioral Health Services Director’s Office seeks an experienced operations/policy analyst to serve as liaison, providing strategic positioning and policy advice to the Behavioral Health Executive team and partners.

Responsibilities

Provide expert policy, strategy and communications advice to the BH Executive team on high‑profile behavioral health issues, policy shifts, organizational changes, and overall positioning.

Represent OHA in cross‑functional work, speaking on behalf of the Director of Behavioral Health when required.

Collaborate with external relations/public affairs staff, the Governor’s Office, Oregon Health Policy Board, OHA committees, legislative and state/federal agencies, and other partners to advocate for Behavioral Health interests.

Advise on and facilitate the development and implementation of strategic communications, presentations, and executive talking points.

Research, analyze findings, produce written reports, and assess risks and challenges of studies and emerging analyses.

Provide system and organizational technical support, change‑management support, process mapping, operating procedures, and strategic planning efforts.

Assist with budget, legislative and policy issues as directed by the Director of Behavioral Health.

Minimum Qualifications

8+ years of experience supporting operations & policy analyst functions, or equivalent combination of education and experience.

Bachelor’s degree in Business, Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field, with at least 5 years of professional‑level evaluative, analytical and planning work.

Experience in strategic planning, project and change management, and organizational development, including process maps and standard operating procedures.

Experience operating as contract administrator and managing vendor relationships.

This is a full‑time, permanent, Hybrid position based in Salem or Portland, Oregon, requiring 20 % in‑office and some in‑state travel.

Equal Pay Analysis will be conducted to determine salary placement.

Non‑PERS salary range applies; PERS qualifying adds 6.95 %.
