Salary : $65,000 - $100,000 depending on experience

MINIMUM QUALIFICATIONS

Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Accounting, Business Administration or a related field including at least 24 semester credit hours in Accounting and ONE (1) YEAR of full-time paid experience in GOVERNMENTAL accounting involving the use of computerized general ledger packages;

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree Accounting, Business Administration or a related field including at least 24 semester credit hours in Accounting and TWO (2) YEARS of full-time paid experience in GOVERNMENTAL accounting involving the use of computerized general ledger packages;

Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Accounting. Business Administration or a related field including at least 24 semester credit hours in Accounting and FOUR (4) YEARS of full-time paid experience in GOVERNMENTAL accounting involving the use of computerized general ledger packages.

Special Notes

Governmental accounting experience is defined

as preparing financial statements from accounting records, maintaining varied and complex accounting records, posting entries from supporting records, making adjustment entries, verification of financial transactions, auditing of accounts in a public agency.

Public agency is defined

as an organization, agency, or department that is owned and operated by a government (Federal, State, County, City, Town etc).

Please submit a copy of your transcript with your application showing the 24 required semester credits in Accounting.

DUTIES The work involves responsibility for assisting the Executive Director of the Housing Authority by performing various administrative and support duties but not limited to fiscal accounts and reports, maintaining a detailed database on Housing Authority projects, updating and/or establishing office policies and procedures and providing general information to the public. The incumbent completes financial transactions, payroll procedures, installation and maintenance of accounting system, and preparation of reports and fiscal analysis. The work is performed under the direct supervision of the Executive Director with leeway for independent judgment. Supervision may be exercised over other office departmental financial and administrative functions. The incumbent does related work as required.

Typical Work Activities

Prepares and directs preparation of weekly payroll and related reports and payments.

Prepares and directs preparation of vendor payments.

Complete HUD draw down procedures for reimbursement of grant expenditures as required.

Prepares and directs preparation of monthly bank reconciliation for general fund, security deposit account and Section 8 account.

Prepares and directs preparation of monthly reconciliation of investment accounts housing authority accounts, section 8 accounts and security deposit accounts.

Compile, analyze and direct financial information to prepare monthly entries to general ledger accounts.

Advises the Executive Director regarding appropriate balances and fund transfers, trial balances, and reconciliation of bank statements and accounts.

Prepares and directs monthly financial reports to board of directors.

Completes and submits federal and state quarterly payroll reports, retirement reports, and other payroll related documents.

Assists in the organization and preparation of the annual budget including estimation of revenues and appropriations and related budget forms to HUD.

Assists in preparation of Housing Authority Yearly Plan to HUD.

Prepares and directs all financial data for various audits including, but not limited to, HUD audits and annual independent audits.

Creates and directs preparation of various analytical reports for HUD, management and/or board of directors.

Implements and maintains accounting software.
