Job Summary PAY RATE:

Non-Represented Pay Band 09 – Minimum: $154,555.00/year – Maximum: $234,151.00/year. Starting salary will be between $154,555.00/year – $186,700.00/year, commensurate with education and experience.

REPORTS TO:

Chief Communications Officer or designee.

Responsibilities

Manage all media relations activities for BART, including the BART Police Department.

Serve as a spokesperson on a variety of issues affecting BART and the communities it serves; rotate on-call duty 24/7.

Lead coordination with relevant departments to arrange on‑scene media press conferences, tours, and interviews.

Oversee the development of press releases, media advisories, fact sheets, website content, talking points, speeches, opinion pieces, and presentations.

Manage the spokesperson on‑call calendar and ensure continuous coverage during major service disruptions and incidents.

Manage all responses to the news media and plan and execute press conferences.

Keep abreast of industry trends and communication technologies; advise the Chief Communications Officer on strategic changes to maximize earned media.

Conduct analytical studies; evaluate and recommend improvements to policies and procedures.

Participate in budget development and administration, including forecasting and monitoring expenditures.

Direct and coordinate staff and contractors; oversee planning, development, and implementation of programs and contracts.

Plan, organize, and oversee preparation of reports and recommendations to the Board of Directors and committees.

Serve as the Communications Department liaison within the District and with outside agencies.

Select, train, motivate, evaluate, and coordinate staff; implement discipline and termination procedures.

Qualifications

– **Experience**: Two (2) years in a principal‑level role in the Communications Department of BART or as a Communications Officer, **or** five (5) years of verifiable professional experience in marketing, communications, media, journalism, or closely related field, including at least two (2) years of supervisory experience.

– **Education**: Bachelor’s degree in communications, marketing, journalism, public administration, or a closely related field from an accredited college or university (may be substituted with experience on a year‑for‑year basis).

– Must be able to work overtime, on‑call, weekends, and travel; possess a valid California driver’s license and a satisfactory driving record.

Knowledge and Skills

Comprehensive communications program operations, media relations program development, crisis communication principles, project coordination, budget preparation, and public outreach.

Managing a comprehensive communications program, developing policies and guidelines, supervising staff, and preparing financial and administrative reports.
