The County of San Mateo's Human Services Agency (HSA) is seeking qualified applicants for the position of Quality Assurance Supervisor ( Human Services Supervisor ). The vacancy is under the

Program Integrity and Community Services (PICS) Branch

and will report directly to the Quality Assurance Manager.

The Quality Assurance team ensures accurate documentation by providing each branch with support through quality case/records reviews, program reviews, and performance monitoring, including program specific activities to assess, analyze, and make recommendations for sustained and improved performance.

The Quality Assurance Supervisor will supervise and lead a team of Quality Assurance Analysts to enhance the quality of services provided within HSA. This includes monitoring quality review process to ensure compliance with federal, state and county regulations; identifying and analyzing QA data trends; preparing reports and presentations summarizing QA findings and performance metrics; providing coaching, training, and technical guidance to analysts and program staff; monitoring of data accuracy and assist in the development of tools and methodologies to improve data integrity and service quality; and fostering a culture of continuous improvement within the agency by promoting accountability, collaboration, and innovation.

Primary responsibilities

Supervise staff who are responsible for reviewing Employment Services and Economic Self‑Sufficiency programs to implement quality assurance efforts to ensure accuracy of services provided to clients.

Analyze and disseminate data and reports to various stakeholders.

Assist in interpretation of data and reports.

Analyze and identify trends and assist in making recommendations.

Act as a specialist in the program(s) by interpreting regulations and providing programmatic guidance and training to staff members related to quality assurance efforts.

Settle Disputes and Challenges for Tier 1 and Tier 2 Case Reviews.

Assist the Policy unit in leading quality assurance staff through State Audits.

Build partnerships and cultivate strong relationships within staff in Program Integrity and Community Services, Employment Services and Economic Self‑Sufficiency branches.

Other duties as assigned.

Ideal candidate

Bachelor’s degree from an accredited college or university with a major in behavioral science or public administration.

At least two (2) years of experience with aid programs with Employment Services and Economic Self‑Sufficiency.

Experience in supervising and managing a team, with the ability to train, supervise and evaluate subordinate staff.

Experience in conducting case reviews as part of quality assurance/quality control.

Analyzing and interpreting data, creating reports and dashboards.

Experience analyzing datasets, generating reports and providing recommendations.

Experience in MS Office programs (primarily MS Word and Excel).

Strong interpersonal, analytical and project management skills.

Experience in establishing and maintaining effective working relationships.

Superior interpersonal, collaboration, oral and written communication skills.

Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of professional level administrative or programmatic experience in a human services or related program.

Knowledge of

Principles and practices of employee supervision and training.

Principles and practices of public administration and management.

Principles and practices of the specific program areas to which assigned.

Principles and practices of contract development, negotiation and monitoring.

Principles, practices and techniques of administrative and programmatic research and analysis.

Functions of public social services and agencies and the interrelationships of the various disciplines in the human services field.

Applicable federal, state and local laws, rules and regulations, and County and program policies and guidelines related to the program area.

Computer applications related to the work; office administrative practices and procedures, including records management and the operation of standard office equipment.

Public and community resources and programs.

Methods of providing human services effectively.

Principles of engaging community and other partners in the provision of social services.

Skill/Ability to

Plan, assign, supervise, review, and evaluate the work of others.

Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.

Administer and coordinate human services programs.

Coordinate individual and group efforts.

Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.

Supervise the development and evaluation of proposals and negotiation of contracts and agreements.

Develop, monitor and analyze budgets and program performance.

Supervise administrative and programmatic research and analysis.

Analyze, interpret and apply various regulations and requirements.

Organize, manage and monitor cases and maintain accurate files, records and statistics.

Write and interpret reports.

Analyze information and situations and use sound independent judgment to make decisions and determine appropriate courses of action.

Deal tactfully and effectively with a variety of individuals who may be emotional, hostile or irate.

Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

Communicate effectively orally and in writing with people of diverse backgrounds and cultures.
