Overview The Communications & Outreach Project Manager oversees all facets of communications and public outreach efforts in alignment with WMATA and AMA project objectives. The role leads the development of timelines, content, outreach logistics, compliance processes, and high-visibility communications deliverables. The manager ensures materials meet Title VI, WMATA Compact standards, and FTA documentation requirements while serving as a key liaison between internal staff, project managers, and external stakeholders.
Key Responsibilities
Manage all aspects of communications and outreach project execution, including timeline development, task scheduling, and content preparation.
Develop scopes of work, task orders, and procurement-related documentation.
Review, edit, and produce high-quality communications materials, public reports, Board submittals, and Title VI documentation.
Ensure all outreach and communications materials meet regulatory requirements and WMATA/FTA compliance standards.
Oversee outreach logistics, including staffing, scheduling, public engagement activities, and events.
Coordinate with internal departments, project managers, and subject matter experts to ensure accuracy and alignment with organizational priorities.
Maintain tracking systems, documentation, and databases required under the Public Participation Plan (PPP).
Serve as a brand ambassador at outreach meetings and public events; present information and engage stakeholders.
Develop and deliver training programs to support internal staff and project-specific outreach efforts.
Manage budgets, monitor performance, and review invoices for accuracy and compliance.
Required Qualifications
Bachelor’s degree in Communications, Public Affairs, Public Relations, Business, Planning, or a related field.
Minimum six (6) years of progressively responsible communications project management experience in a large organizational setting.
Demonstrated experience producing professional public communications, presentations, or compliance reports.
Strong project management skills with the ability to prioritize and manage multiple deadlines.
Excellent written and verbal communication skills.
Ability to collaborate with multidisciplinary staff and external partners.
Experience supporting transit agencies or public sector organizations.
Bilingual communication skills (Spanish highly desirable).
Familiarity with Title VI, FTA documentation, and public participation programs.
Experience with SharePoint, MS Project, and communications design tools.
