FINANCIAL ANALYST (PROMOTIONAL) – Monterey Park City of

Under general supervision from the Director of Finance or Finance Manager, this position performs a variety of technical, professional, analytical, and administrative duties to support the Finance Department, including revenue collections, accounts receivable, purchasing, accounts payable, financial reporting, and payroll programs and performs other related duties as assigned.

RESPONSIBILITIES

Responsible for the comprehensive financial reporting and budget management of assigned program(s), and may participate in the development of computer-based payroll systems;

Conducts a variety of complex professional level administrative, operational, financial, and analytical duties to support the preparation of highly complex reports, studies, research and analysis of accounts, statistics, and legal requirements; reviews financial transactions and performs cost benefit analysis related to projects and programs;

Prepares, participates, and assists in the City’s annual financial statements, federal, state, and local reports, and other audit support; participates in annual budget and Capital Improvement Plan, including but not limited to: revenue and expenditure forecasting.

Analyzes accounting and financial records/documents and prepares written and oral reports; may assist as support staff for collective bargaining process including costing and recommending contract language related to finance/payroll processes.

Oversees, provides lead support, and technical assistance with the collection and proper accounting of City revenue division; may provide coverage for front counter collection functions; assists with preparation and maintenance of Master Fee Schedule.

Uses various software applications, such as spreadsheets, databases, etc., to assemble, manipulate and format data, reports and presentations, and inputs employee information.

Assists with work schedules, performance goals, selection, training, and evaluation for technical and support staff; provides general oversight of program staff.

Set up and maintain a variety of accounting and/or payroll-related records and files;

Prepares, processes, and reconciles financial and statistical reports, tax returns, W-2’s, checks, Public Employees Retirement System (PERS) reports, workers compensation claims, wage garnishments, overtime hours, and a variety of other reports, documents, and transactions related to overall payroll activity and benefits; Ensures maintenance, and timely and accurate posting of benefits to retirement system.

Receives, reviews, and verifies payroll records ensuring compliance with appropriate contracts, City policies and procedures, regulations and FLSA; Researches and analyzes regulatory updates and other information impacting the payroll system, under the supervision of the Senior Accountant, and implements required changes to the system;

Reviews, verifies and corrects time sheets reflecting appropriate leave time for accuracy and compliance with established rules, MOUs, standards and procedures;

Serves as liaison between the City and PERS regarding retiring employees' compensation; and as liaison with City departments and other agencies regarding payroll and benefits related issues, including, but not limited to changes in paychecks, time sheets, etc.

May be responsible for maintaining and overseeing the City’s mailroom operations;

Other duties as assigned related to comprehensive financial reporting and payroll system.

QUALIFICATION GUIDELINES Education/Experience/Training Graduation from an accredited four-year college or university with a major in business or public administration, finance, accounting or closely related field, and at least four (4) years increasingly responsible experience conducting financial analysis, preferably for a local public agency.

Knowledge/Skills/Abilities Knowledge of principles and practices of generally accepted accounting principles, governmental accounting, auditing, revenue, payroll, and financial reporting. Knowledge of internal control and compliance audit principles and practices. Knowledge of federal, state, and local laws and regulations pertaining to municipal accounting, payroll, and revenue. Knowledge of principles, methods and techniques of public and financial analysis and administration; data processing application, software; modern office equipment and procedures; laws, regulations, resolutions, and codes applicable to housing authority financial administration; accounting and auditing standards; Housing Authority organization, operation, policies and objectives.

Knowledge of principles and best practices of supervision, training and evaluation of staff; ability to plan, organize, and perform supervisory duties, including providing guidance and direction, training and evaluation of support staff.

Skill in the use of computers, software applications; oral and written communications; making oral presentations.

Ability to analyze complex financial and technical data; prepare clear and concise reports and presentations, including recommendations for action; plan and organize responsibilities so that reports are produced in a timely and accurate manner; exercise independent judgment in a professional and competent manner; manage a project or assignment from inception to completion; establish and maintain effective working relationships; write and communicate effectively and to assimilate and understand information; make sound decisions in a manner consistent with job functions; analyze situations accurately and adopt effective courses of action. Ability to handle information regarding controversial matters or affairs of sensitive nature with diverse implications. Ability to assertively direct and supervise staff; including but not limited to responsiveness of staff needs, personnel issues, and provide consistent/fair evaluation. Ability to plan, schedule, and assign, appropriate workloads to staff.

Ideal candidates will have excellent customer service skills; the ability to meet deadlines, set priorities, and work independently; will establish and maintain effective working relationships with superiors, peers, subordinates, and the public; and the ability to communicate effectively in writing and verbally. Bilingual Spanish, Cantonese, or Mandarin skills are highly desirable.

License/Certificates Possession of or ability to obtain a valid Class C California driver’s license and a satisfactory driving record are required at the time of appointment and as a continuing condition of employment.

Physical Demands: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, climbing, kneeling, bending, squatting, and stooping in the performance of daily activities. The position requires finger dexterity, grasping, repetitive hand movement, and fine coordination to operate computer hardware and standard office equipment and reach with hands and arms above and below shoulder level. The employee occasionally lifts, pulls, and carries records and documents typically weighing up to 25 pounds. Additionally, sensory demands include the ability to talk and hear. The position requires near and far vision and ability to adjust focus in reading written materials and work-related documents. Acute hearing is required when providing phone and personal service.

Mental Demands: While performing the duties of this class, the employee must be able to use written and oral communication skills; read, analyze, and interpret data, materials, and documents; prepare and evaluate reports; use math and mathematical reasoning; learn and apply new information or new skills; and interact with City staff, community members and the public.

Work Environment: The employee works in an office environment with controlled temperature settings. The employee may need to be in outside elements at different project sites and other related job duties.

BENEFITS

HOLIDAYS: 116 hours of paid holidays per year.

VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year.

ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year.

SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation.

MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee's health insurance plan will receive $300 per month cash in lieu.

DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents.

VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents.

LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.

LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.

RETIREMENT: Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.

EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.

MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.

CREDIT UNION: F & A Credit Union is available to employees.

DEFERRED COMPENSATION: Available to all employees who wish to participate. City contributes up to $100 per pay period for enrolled employees.

BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $50.00/month available for the ability to translate documents in a qualified second language. Employees certified by the City as bilingual translators for both verbal and transcription receive $150/mo.

TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
