On-call Urban Designer / Planner ICF seeks an Urban Designer / Planner to work within our Survey, Policy, Health, Environment, Regulation, and Economics (SPHERE) team. You will become an integral part of a team that is providing technical assistance to communities and non‑profit organizations across the U.S. in the areas of contaminated site redevelopment, adaptive reuse, community revitalization and engagement, and economic development.

This position will primarily support programs with EPA’s Office of Brownfields and Land Revitalization (OBLR), whose mission is to help communities, states, tribes, and others to assess, safely clean up, and sustainably reuse contaminated properties. The Urban Designer / Planner is expected to apply their academic and past work experience/knowledge to a wide range of technical assistance projects and will interact directly with local, state, and federal clients.

The position is remote, with a preference for proximity to ICF’s Waltham, MA or Reston, VA locations.

What You’ll Do

Support the development of site reuse strategies, conceptual reuse alternatives, and site plans covering a broad range of reuse scenarios and scales including mixed‑use, housing, open space, public realm improvements, renewable energy development, adaptive reuse of existing buildings, and infill development.

Perform research, data collection, and qualitative and quantitative data analysis in support of a broad range of site redevelopment projects.

Analyze and synthesize various data types, such as demographic, real estate, and consumer spending data, and prepare compelling graphs, charts, tables, and other forms of data visualization.

Support the development of a wide range of client work products, including reports, conceptual designs, market analyses, best practices, presentations, and fact sheets.

Support a wide range of stakeholder outreach and engagement activities, including in‑person and virtual community engagement (e.g., charrettes, workshops, meetings, etc.) and associated outreach and communication materials.

What You’ll Need

At least a bachelor’s degree in urban design, architecture, urban planning, landscape architecture, or related technical field.

Minimum of 2+ years of experience supporting technically oriented projects in community revitalization and economic development areas; experience with brownfields site redevelopment or other related infill development is a plus.

Strong designer with experience in multi‑family housing, mixed‑use, and community‑oriented uses and programming; experience with adaptive reuse, landscape, and public realm design is desirable.

Ability to effectively communicate design ideas through both visual medium and oral presentation.

Knowledge of current planning and policy trends related to land use planning, community and economic development, real estate, environmental justice, climate change and adaptation strategies, and affordable housing.

A work sample or portfolio is required.

Professional Skills and Experience We’re Looking For

Team oriented individual with a "can‑do" spirit who is adaptable to learning new topics and capable of multi‑tasking in a fast‑paced environment.

Willingness to travel, as needed.

Proficiency in conducting quantitative analyses using Excel or other software.

Demonstrated experience in Adobe Creative Suite, drafting and 3‑D modelling software (CAD, Rhino, and/or Sketchup) is required; knowledge of rendering software (Lumion and/or Enscape) is desirable.

Working knowledge of spatial analysis software such as ArcGIS and QGIS.

Familiarity with or working knowledge of, general building code, ADA Standards for Accessible Design, and other related standards is preferred.

Pay Range $60,927.00 – $103,576.00 (Nationwide Remote Office, US). The pay range is based on full‑time employment.
