Position Duties General Purpose:
The Communications Specialist is an integral part of the Lt. Governor’s Office and works closely with the Governor’s Communications team to manage the public image and messaging strategy for the lieutenant governor. This role is critical in shaping how the Office and Administration are perceived by constituents, the media, and other stakeholders, and plays a key role in policy communication and well‑curated media relations. Reports directly to the Lt. Governor’s Chief of Staff.
Responsibilities
Message Development and Strategy
Craft consistent messaging aligned with the Administration’s policy positions and goals.
Compile all messaging/talking points for speeches and brief remarks in collaboration with policy experts across all Governmental agencies, and in tandem with the Governor’s Communications Team to ensure the Lt. Governor’s constant state of readiness.
Collaborate with the Governor’s Office, policy advisors, cabinet officials and the Legislative team to ensure clear, accurate, and strategic communication of Administration priorities.
Media Relations
Serve as the primary liaison between the Lieutenant Governor and media representatives.
Organize and manage interviews with national/regional/local TV outlets, radio, podcast, and print journalists.
Coordinate press conferences for the Lt. Governor’s Office; write press releases, media advisories and official statements.
Build and maintain relationships with local and regional journalists.
Digital and Social Media Oversight
Develop, draft and post all social media content across multiple platforms.
Responsible for developing video content, graphics and works in coordination with the Governor’s digital and photography team.
Ensure digital messaging is timely, engaging, and consistent with communication goals.
Monitor trends and constituent engagement to inform content strategies.
Stay engaged with the Governor's Digital Team on any Administration‑wide efforts, or opportunities to collaborate with the Governor's social strategy.
Maintain monthly tracking and metrics of digital engagement.
Public Relations and Outreach
Coordinate with state agencies, community groups, stakeholders, and advocacy organizations to support, organize and promote outreach efforts particularly in comms‑related event planning.
Crisis and Rapid Response
Must demonstrate an open communication line between the Lt. Governor and the Chief of Staff for real‑time media inquiries and responses on behalf of the Lt. Governor.
Monitors all news cycles and responds promptly to breaking news or local developments to inform the Lt. Governor.
Advise the Lieutenant Governor and staff on communications risks and opportunities.
Minimum Qualifications
A Bachelor’s Degree
3 years of professional administrative or communicative work experience
Working knowledge of Maryland politics.
Strong writing and editing skills, able to translate policy language into relatable copy, while communicating from a values‑based framework.
Organized and proactive professional with the ability to manage and execute multiple projects simultaneously in a stressful environment.
Strong creativity and attention to detail.
Commitment to equity and inclusion and a passion for working collaboratively to leave no Marylander behind.
Experience building relationships with members of the media, maintaining strong relationships with a small team of coworkers and the ability to communicate effectively across agency sectors.
Experience with managing social media accounts and producing digital content – familiar with graphic design, photography and basic video editing.
Ability to travel and work nights and weekends.
Ability to maintain confidential information.
Desired or Preferred Qualifications
2-3 years involving full‑time experience in campaign, political, government or nonprofit communications.
