Overview
TBS seeks a full-time Business Development and Proposal Specialist to support the complete federal business development lifecycle. The ideal candidate will drive opportunity identification, capture planning, and proposal development for federal contracts (e.g., training, professional services, research support).
Responsibilities
Identify and qualify federal contract opportunities via platforms such as SAM.gov, GovWin, GSA eBuy, and SeaPort NxG
Lead capture efforts, including competitor analysis, teaming outreach, and win strategy development
Manage opportunity pipeline and BD tracking tools
Respond to Sources Sought, RFIs, and other market research notices
Develop relationships with potential teaming partners and subcontractors
Write and assemble compliant, compelling federal proposals
Collaborate with executive leadership on BD strategy and priorities
Qualifications (Required)
Minimum 3 years of experience writing federal proposals for professional services
Strong knowledge of the federal acquisition lifecycle and government contracting practices
Proficiency using opportunity platforms (SAM.gov, GovWin, etc.)
Familiarity with IDIQs, BPAs, and task order proposal responses
Strong writing, editing, and organization skills
Ability to work independently in on-site environment
Preferred Qualifications
Experience with GSA MAS proposals
Familiarity with Shipley or similar proposal methodologies
APMP certification
