VACANCY ANN#: STOI- 25-028 TITLE: COMMUNICATION SPECIALIST DEPARTMENT: SPOKANE TRIBAL POLICE DEPARTMENT SUPERVISOR: CHIEF OF POLICE LOCATION: WELLPINIT, WA STATUS: NON-EXEMPT, FULL‑TIME RATE OF PAY: $23 PER HOUR OPENING DATE: SEPTEMBER 9, 2025 CLOSING DATE: OPEN UNTIL FILLED INTRODUCTION Under the general supervision of the Lead Dispatch / Communications Specialist, the Communication Specialist is responsible for handling all incoming communications via telephone, radio, and in person. They record, document, and maintain communications, as well as related legal documents. Duties also include compiling statistics, creating reports, filing, indexing, and using standard office equipment such as radio, audio–video, and computer terminals. MAJOR DUTIES AND RESPONSIBILITIES Carry out instructions and interpret a variety of written, oral, visual, or scheduled instructions. Apply laws, rules, or regulations to specific situations. Prepare routine correspondence, accurate documentation, and reports. Respond to inquiries from the public and officials; communicate effectively. Maintain records in accordance with established procedures and policies. Handle sensitive or technical inquiries from contacts with officials and the general public. Operate a two‑way radio to receive and transmit messages. Receive and transmit emergency and non‑emergency calls and log all phone calls and radio transmissions into the software system. Dispatch and direct emergency personnel, considering call priority, availability, and the number and types of personnel needed. Coordinate police business with other departments and jurisdictions when needed. Solicit informational responses, coordinate and communicate responses, and monitor ongoing activities. Upload and enter court documents into the Spillman Technologies system. Assist in providing on‑the‑job training for new operators and other departmental personnel designated for training. Exercise discretion in a manner consistent with departmental policy, procedures, orders, and information privacy. Understand and operate within judicial processes and jurisdictional limitations. Develop and maintain effective working relationships with in‑house staff and other jurisdictions, including state, federal, and tribal. Monitor security cameras for other businesses or schools. Perform all duties in a professional and safe manner. MOTOR VEHICLE PLATING Process all new and used vehicles for registration for the Spokane Tribe of Indians Motor Vehicle Plating Department. Verify all documents from any and/or all lien holders and ensure they are complete, accurate, and original before issuing tribal plates. Apply knowledge of STOI motor vehicle requirements and Chapter 25 Law and Order Code. Handle cash accurately and accountably. KNOWLEDGE AND SKILLS REQUIRED FOR POSITION Working knowledge of the layout of the Spokane Indian Reservation. Good spoken and written English; basic knowledge or trainability in radio procedures and departmental policies, practices, and standard operating procedures. Knowledge of the Crime Reporting Information System (CRIS), Spillman CAD reporting system, or similar systems. Knowledge of the Privacy Act for confidentiality purposes. Ability to perform under pressure and multitask. Computer proficiency (Word, Excel, programs). Attention to detail. MINIMUM QUALIFICATIONS High school diploma or GED. Valid driver’s license. Ability to speak, write, and type clearly in English. Ability to hear normal spoken conversational speech and phone conversation. Computer experience. Visual acuity for close distance and on computer monitors. Multi‑tasking and effective work under pressure. Pass a pre‑employment drug screen test and random drug testing thereafter. OTHER Willingness to work rotational shifts. Willingness to attend all additional training as required. Must pass required training and be subject to a probationary period; training may require travel up to two weeks. Must be free of any domestic violence or felony convictions. Must be free of any misdemeanor convictions for the past 5 years. Must have a telephone for on‑call status. Indian Preference Applies – Indian Preference grants preference to any enrolled member of a federally recognized tribe. Safety Sensitive Background – Requires a higher standard of performance and behavior.
