Overview The Dane County Public Safety Communications Department is hiring a full‑time (1.0 FTE) Communications Supervisor in Madison, WI. The supervisor reports to the PSC Manager and leads a team of 9‑1‑1 operators, dispatchers, and quality control staff.

Responsibilities

Supervise and coach Communicators and dispatchers, ensuring compliance with dispatch/call‑taking regulations.

Oversee staffing, scheduling, and shift handovers to maintain continuous coverage.

Conduct training and quality‑assurance programs for staff and new hires.

Monitor computer‑aided dispatch incidents for accuracy, completeness, and timeliness.

Maintain and troubleshoot dispatch equipment and CAD systems, coordinating repairs when needed.

Respond to media inquiries related to countywide incidents.

Provide feedback, coaching, and corrective action to staff to improve performance.

Implement and enforce policies related to emergency communication standards.

Perform data analysis on communication logs and prepare reports for management.

Qualifications and Experience

High school diploma (or equivalent) and at least two (2) years of experience in a communications center.

At least two (2) years in a leadership role focused on employee improvement.

Strong knowledge of police, fire, and emergency medical dispatch procedures.

Proficiency with communications systems and maintenance of equipment.

Excellent written and oral communication skills.

Ability to supervise under stressful conditions and adapt scheduling on short notice.

Experience providing professional coaching and feedback.

Certifications and Licenses

Wisconsin Transaction Information for Management of Enforcement (TIME) System Certification.

Emergency Medical & Fire Dispatch Certification.

Special Requirements

Must be available to work evenings, nights, weekends, and holidays.

Valid driver’s license, access to reliable personal transportation, or equivalent.

Pre‑employment psychological suitability assessment may be required.

Position requires a criminal background check and fingerprinting.

Must successfully pass a drug test and baseline hearing examination.

Background Check Statement Some positions may require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law prohibits discrimination because of an arrest or conviction record, but Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history. Management reserves the right to make employment contingent upon successful completion of the background check.

Bilingual Positions

Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong).

Applicants will be tested during the recruitment process. Tests include oral proficiency assessments; writing translation may also be required if essential.

Individuals may confirm whether current bilingual certifications qualify them for the position’s designation.

Physical and Environmental Work Requirements

Normal office and call‑center environment.

Ability to lift up to 35 pounds when moving packages or computer equipment.

Ability to work for prolonged periods at a computer monitor.

Manual dexterity with fine and gross motor skills.

Normal vision and hearing or corrected to within normal ranges.

Knowledge, Skills and Abilities

Extensive knowledge of police, fire and emergency medical services dispatch procedures.

Knowledge of communications systems, their equipment and proper operation.

Knowledge of the principles and practices of emergency dispatch.

Effective oral and written communication skills.

Ability to recognize equipment malfunctions and coordinate service or repair.

Ability to supervise, adapt scheduling problems on short notice, and handle stressful conditions.

Comprehensive knowledge of quality assurance practices related to public safety communications.

Ability to interpret and apply policies, local, state, and federal laws, regulations, and industry best practices.

Ability to provide feedback and coaching professionally and productively.

Bilingual Pay: $2.00 per hour for bilingual designated positions.
