Full-Time Office/Project No Remote/No Telework offered US Citizenship Required JOB SUMMARY Reports to the Operations Procedures Supervisor and is responsible for developing and maintaining the plant operating procedures to support safe and compliant operations of systems and facilities. Performs work in accordance with Plant Operations programs and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.

REQUIREMENTS/SPECIFICATIONS

Education: Bachelor's degree (in a related field) and 6 years plant operations experience, or equivalent technical experience including technical procedures development and implementation.

or 12 years in lieu of degree plant operations experience, or equivalent technical experience, including technical procedures development and implementation.

Preferred candidates will have:

• Experience in Naval Nuclear, Department of Energy Nuclear, or Commercial Nuclear Operations • Procedure Professionals Association (PPA) certification

Responsibilities: • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment • Administer procedure process activities including: o Develop operating procedures - component noun naming, procedure requirements identification, procedure design, procedure development, quality verification, procedure review and approval process o Revise operating procedures - review and incorporate revisions due to program changes, design changes, lessons learned, operating experience • Develop and revise alarm response procedures, abnormal operating procedures, emergency operating procedures, surveillances, and operator rounds • Ensure that personnel responsible for the commissioning of the facility have technically accurate procedures to operate the facility in a safe and efficient manner • Conduct Job Hazards Analyses (JHA) and implement safety protocols in new procedures to mitigate hazards • Incorporate and track activity-level requirements in operating procedures • Coordinate communication among support organizations and the area facilities to ensure optimum support of completing commissioning phase operations training and procedures scope • Assist in the performance of observations and assessments to ensure activities are safely and correctly conducted • Implement corrective actions in technical and programmatic documents from Project Condition Reports • This job description is not intended to include every duty, task or instruction for which an employee is responsible. Agency BASIC QUALIFICATIONS: • US Citizenship Required.

MINIMUM QUALIFICATIONS: • Must be able to complete a pre-hire drug screen and background check which includes verification of employment and education. US Citizenship Required. • Upon reporting, must be able to complete and pass a medical evaluation for badging purposes. Must have full mobility, be able to walk on uneven or broken surfaces (rocks, gravel, etc.). The examination includes, but is not limited to ability to pass blood pressure test, able to bend, twist, pull, push, climb, and lift more than 20 lbs. Per Diem Details If applicable, mobilization and demobilization expenses (mileage, lodging, and M&IE) are authorized to and from the assignment location if point of origin is more than 50 miles away. Demobilization is authorized only if the assignment is completed per the assignment end date, or Bechtel ends the assignment earlier than specified.

Contract employees are expected to drive their own car to the assignment location. Lodging plus methodology is approved for the settling-in period of the first 30 days or until long-term lodging is occupied, whichever occurs first. For mobilization, demobilization and during the settling-in period all charges, except M&IE per diems, are to be invoiced by the agency to Bechtel with required receipts. After long-term lodging is occupied, or the 30-day period has elapsed, the per diem allowance for lodging, meals and incidental expenses will be no more than 55% of the approved FTR rate. Meals will be expensed via daily entry into myTime time record system. Expense reports including receipts will continue to be required for lodging. Actual lodging costs up to 55% of the approved FTR rate will be reimbursed.

Contract employees on single status assignments of 3 months or more may be granted trips home. Trips are not to exceed a frequency of once every 28 days provided that a minimum of 30 days, from the trip departure date, remain in the assignment. Trips are expected to be scheduled over the weekends and will be on the contract employee's own time. Up to 3 days of home leave travel expenses will be reimbursed including parking and car rental at home (if own car was driven to project location). M&IE is only paid on travel days. Deviations in home leave schedules require project approval. Reimbursement for travel via common carrier (airline, train, or bus) may not exceed the cost of economy class airfare.
