The Strategic Communication Specialist supports OSBP’s outreach and communication efforts to promote small business participation. This role involves planning events, managing digital content, and developing materials to engage stakeholders and disseminate information.

Essential Duties and Responsibilities

The Strategic Communication Specialist will:

  • Plan, organize, conduct, and assess outreach events (e.g., conferences, speaking engagements) to develop predictive requirements; provide monthly recommendations for new non‑DoD events (Deliverable 8).
  • Develop metrics to evaluate outreach value and prepare semi‑annual reports on events attended.
  • Prepare and assemble authorization documentation for OSBP engagements.
  • Coordinate industry outreach, manage speaking engagements, and oversee the OSBP internet website (including information management, site maintenance, data updates, and link verification).
  • Support electronic communications (web, visual displays, social media); coordinate and develop draft communications on small business matters.
  • Conduct monthly communications with Small Business Programs participants.
  • Assist in developing and producing written materials, such as the annual Small Business Executive Summary, newsletters, training, and marketing content.
  • Recommend public interface sources, monitor, coordinate, and post to social media (e.g., Twitter, Facebook, blogs).

Education and/​or Experience

Required:

  • Bachelor’s degree in Communications, Marketing, Public Relations, or a related field.
  • 3–5 years of experience in strategic communication, outreach, or digital media management, preferably in government or small business programs.
  • Knowledge of federal regulations (FAR/DFARS) related to small business communication and outreach.
  • Proficiency in website management tools, social media platforms, and content creation software (e.g., Adobe Suite, WordPress).
  • Excellent written and verbal communication skills; ability to coordinate with stakeholders.
  • U.S. citizenship and ability to obtain/maintain a favorable background investigation.

Preferred Skills

  • Experience with DoD or DHA outreach events and metrics development.
  • Familiarity with graphic design and video production for marketing materials.
  • Certification in Digital Marketing or Public Relations.
