The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be

$83,556 - $127,016 , based on the candidate’s qualifications and experience.

WHO WE ARE The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County. The Department has five divisions; these include Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering. We are a large organization with over 1,200 employees and a dedicated County budget of $300 million.

The Division of Transit Services coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations. The Division employs 850+ people, operates nearly 400 buses on 80+ fixed routes throughout Montgomery County. The Division plans, schedules and manages the County's Ride On bus system consisting of County owned and operated buses. Ride On carries roughly 18 million riders annually.

WHO WE ARE LOOKING FOR Montgomery County Department of Transportation, Transit Services is seeking a skilled Marketing & Communications Manager to lead our team in delivering innovative, impactful marketing and communications for our 80+ bus routes and nearly 400 buses.

You will oversee the development and execution of strategic campaigns, branding, and communications - ensuring riders receive essential information for a seamless experience. As a proven people manager, you’ll foster teamwork, empower staff, and strengthen relationships across departments and with community partners.

The ideal candidate is a creative, strategic leader with exceptional interpersonal skills and a hands‑on approach. Experience in marketing and communications, a commitment to customer satisfaction, and the ability to drive results and inspire collaboration are essential.

The Marketing & Communications Manager plays a critical role in advancing MCDOT/Transit Services’ mission by leading a high‑performing team to deliver innovative, inclusive, and data‑informed marketing and communications that keep customers informed, engaged, and at the center of everything we do.

Lead and motivate a high-performing Marketing & Communications team, providing mentorship, coaching, and professional development in a dynamic environment, with numerous daily communications to customers.

Foster an inclusive, collaborative work culture that encourages creativity, initiative, and a positive attitude that always makes our customers the top priority.

Develop and implement marketing strategies that align with MCDOT/Transit Services mission and strategic goals.

Build strong relationships with internal teams, external stakeholders, and community partners to expand outreach and maximize impact, ensuring that information about our services are readily available in various formats/languages for all who choose to access.

Oversee brand management, visual communications, media production, and social media efforts with an emphasis on innovation and engagement.

Use data-driven insights that are consistently tracked to inform campaigns and support continuous improvement.

Represent MCDOT/Transit Services at local, state, and national forums, strengthening our presence and partnerships.

Experience:

Five (5) years of professional experience in Marketing Communication, three (3) or more years of supervisory experience in a Digital/Creative/MarCom Director or Manager role.

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Equivalency:

An equivalent combination of education and experience may be substituted.

Formal experience overseeing unionized employees and managing multiple vendor relationships.

Marketing expertise within local, state, or federal government sectors.

A minimum of five years of leadership in managing marketing advertising and customer relations teams.

Experience working in public transit, special transportation or an adjacent field.

Seven (7) years of professional experience in Marketing Communication.
