We are looking for a

Marketing Specialis

who will report to the Assistant Bureau Chief of Managed Care and serve as the marketing subject matter expert for the state's Medicaid Managed Care plans and dual managed care plans. This position is responsible for developing and implementing marketing review policies, procedures, and protocols that promote fair and consistent review of marketing materials for Agency approval. The Marketing Specialist ensures MCO plan marketing materials and activities are compliant with contract provisions to provide consumer protection for South Carolina Medicaid members. This position works collaboratively with internal and external stakeholders (SCDHHS, DHHS, CMS, Managed Care Plan Marketing Directors, etc.) to achieve effective results.

Develops policies and procedures that ensure a consistent and thorough review, correction, and approval process of marketing materials for managed care plans. Provides technical expertise to plans seeking guidance for acceptable marketing plans, materials, activities, and events. Provides review of all marketing materials, and general member materials, as needed. Analyzes changes in state and federal laws and regulations to determine necessary contract and/or policy and procedure changes and provides written updates as required. Review of materials.

Identifies and reduces program risk and resolves marketing issues that arise during the contract. Remains familiar with and serves as a subject matter expert for Medicaid and Medicare marketing requirements. Assists in the review of dual Medicaid and Medicare marketing requirements to ensure consistency. Responsible for review and approval of Plan-submitted Marketing materials within contract-defined timeframes.

Provides marketing updates during monthly All Plan calls. Attends monthly plan specific meetings with Contract Monitors to review marketing plans and risks and/or issues. Collaborates with Bureau staff to identify trends and/or issues that may be indicative of general plan-management issue.

Attends and participates in relevant opportunities for professional development and training. Travel may be required to attend MCO plan events, as necessary. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.

Leads or supports other projects proactively or as assigned by Agency leadership. Continuously engages in process improvement to support Agency, Division, and Bureau-wide strategies, objectives, and initiatives. Collaborates with other policy team members in research, development, implementation, and evaluation activities for services, projects, and agency initiatives as assigned. Performs other related duties as required.

A bachelor's degree in public administration, Health Policy, Communications, Marketing, or related field and experience in regulatory compliance, health care marketing, Medicaid/Medicare programs, or related area. An equivalent combination of experience and education may be considered with prior State Human Resources approval.

Key Responsibilities

The employee must apply their experience in developing effective tools to review materials and ensure compliance with contract provisions.

The employee must be able to independently assess marketing materials against contract requirements, work with the Managed Care plan personnel to make necessary modifications.

The employee must be confident in consulting with appropriate Department staff as necessary to approve/deny materials on behalf of the Department within required timeframes.

The employee must be able to communicate effectively in writing and orally to provide directions to the Managed Care plans as well as defend actions taken on submitted material.

The employee must be able to interpret and follow written instructions/contracts and maintain positive relationships both within and outside of the Department.

The employee must be able to provide presentations on Marketing activities and requirements to the Department and Contractor employees.

The employee must also be able to participate/lead marketing event reviews.
