Summary

This position is assigned to Non-appropriated Fund (NAF) Navy General Library Programs; Morale, Welfare, and Recreation (MWR); Fleet Readiness (N92); Fleet and Family Readiness (FFR) (N9); Commander, Navy Installations Command (CNIC); Commander Navy Region Hawaii and/or Joint Base Pearl Harbor Hickam. The purpose is to provide front desk, program, and customer service support in Navy MWR main libraries, branch libraries, and resource centers.

Major Duties And Responsibilities

Incumbent is responsible for a wide range of library support tasks in support of the librarian, higher graded technicians, and library patrons. Library programs directly contribute to patrons’ morale, welfare, and total wellbeing.

Library Front Desk / Customer Service Support (75%)

  • Welcomes patrons and ensures authorization.
  • Registers library users for borrowing.
  • Circulates materials using Integrated Library Systems (ILS).
  • Removes items from the book drop daily and clears accounts.
  • Reports high circulation items that are in poor condition or missing.
  • Compiles weekly overdue reports and contacts patrons.
  • Records weekly, monthly, and quarterly program usage reports.
  • Assists interlibrary loan requests.
  • Re-shelves new and returned materials.
  • Responds to routine and non-technical requests.
  • Assists with collection weeding.
  • Assists with patron computer usage and troubleshoots minor hardware and software issues.
  • Assists patrons with library equipment such as printers, copiers, computers, projectors, makerspace and gaming devices.
  • Maintains knowledge of current and upcoming library programs.
  • Recommends MWR programs to patrons.
  • Maintains library book displays and marketing materials at targeted areas.
  • Sorts mail, checks magazines and newspapers.
  • Informs leadership when supplies are low.
  • Maintains cleanliness of the library through housekeeping.
  • Completes required military and library training on time.
  • Promotes customer service awareness and demonstrates excellent service.

Library Program Support (25%)

  • Assists with program preparations, craft and decoration.
  • Assists with program execution, set-up, tear-down, and presentation support.
  • Participates in library outreach activities.
  • Researches current library program trends and recommends popular programs.

Requirements

  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check.
  • Must have the ability to lift, pull, push and carry 45 pounds and occasionally move heavier items.
  • Must satisfactorily complete childcare background check requirements.
  • Must possess an active U.S. driver’s license to operate a government vehicle.
  • Must be a current Commander Navy Region Hawaii N922 Hickam Library Employee.

Qualifications

Applicants must include information that demonstrates experience and knowledge, skills, and ability (KSAs) related to the position.

  • Must possess an SF-50 that reflects an active status as a current CNIC NAF Library Employee at Joint Base Pearl Harbor Hickam.
  • Knowledge of basic library operations.
  • Knowledge of Navy MWR Library mission.
  • Knowledge of other MWR programs.
  • Knowledge of front desk library operations.
  • Knowledge of technology devices and software applications.
  • Skill in providing excellent customer service.
  • Skill in Microsoft Office and other software applications.
  • Typing skill.
  • Reading comprehension and basic math skill.
  • Public speaking ability.
  • Ability to work independently and as part of a team.
  • Oral and written communication ability.

SUPERVISORY CONTROLS

Works under direct supervision of the installation assigned Supervisory Librarian, Library Program Manager, or Supervisory Library Technician.

PHYSICAL DEMANDS

Long periods of sitting, standing, walking, bending, and driving; ability to lift and carry 45 pounds; occasional heavier items. Hours may include early, late, weekends, and holidays.

Salary depends on experience or education. The position is a drug‑free federal workplace. All federal employees are required to remain drug‑free.
